09/03/2023 - WARD COUNCILLOR FUNDING ref: 2409    Recommendations Approved

The Council's delegated budgets scheme allocates budgets of £7,500 to each Ward Councillor covered for the financial year 2022/2023. The funding for this scheme can be spent on supplementing funding public services, for the benefit of the local community.

 

Councillor Galley of Anchorsholme Ward has requested:

(i)£2,000 as a ward councillor funding donation to Anchorsholme Primary Academy towards new reading materials, games and a Basket Ball Project.

(ii)£125 as a ward councillor funding donation to Sevenoaks Saturday Club towards the purchase of refreshments, food and bunting for a King’s Coronation Event.

(iii)£6,000 as a ward councillor funding donation to the Friends of Anchorsholme Park for the purchase and planting of 6 large trees on Anchorsholme Lane East.

Councillor T Williams of Anchorsholme Ward has requested:

Councillor G Coleman of Brunswick Ward has requested:

  1. To agree that the minimum automatic age of sheltered is raised from 55 to 65, to fall more in line with national policy and to more accurately reflect the demand.  Exceptions should still be made for people under this age on a needs basis, with particular sensitivity to those 55+ who may be preparing for old age.

 

  1. To agree the principle that the schemes identified as “red” in section 6 of the report be de-commissioned and turned into general needs stock, and that this should be done in a phased way, over time with updates being given the Shareholder Committee.

 

  1. To agree the principle that investment is made in the remaining identified “amber” schemes to bring them up to the standards expected for the future, with costs built in over-time to the annual Housing Revenue Account Capital Programme.

 

  1. To agree to continue to work on the new scheme at Grange Park to make it a flagship scheme, and also ensure that any further new/replacement schemes are designed to a high standard suitable for older people.

To obtain authority for Blackpool Council to execute deeds of guarantee with Lancashire County Council and:

·       Blackpool Housing Company Limited

whereby Blackpool Council, as guarantor, guarantees to the Administering Authority (Lancashire County Council) the performance of each of the named companies’ obligations under the Local Government Pension Scheme regulations in respect of scheme liabilities and agrees the manner in which any liabilities to or assets in the Fund shall be dealt with in the event of the company becoming an exiting employer.  Lancashire County Pension Fund have asked for the deeds of guarantee to formalise current arrangements.

To consider going out to separate consultations for Public Space Protection Orders for parks/green spaces and cemeteries under Sections 59, 60 and 61 of the Anti-social Behaviour (ASB), Crime and Policing Act 2014. The consultations aim to establish public opinion and feedback as to what behaviour standards and prohibitions should be established for these areas, which will be set for a three year period.

  1. To approve a furnished tenancy service for Council tenants to be introduced, alongside existing unfurnished tenancies. 

 

  1. To agree that this concept be run as a pilot (proof of concept) for an initial twelve month period, with initial outlay of up to £100,000 with the intention that this is fully recoverable over 3 years

 

  1. To agree that the service is only offered to new tenants at the outset.

To authorise the £16million Prudential Borrowing, the costs of which are to be covered by Blackpool and the Fylde College, as incorporated within the Levelling Up Fund bid and to delegate to the Chief Executive the agreement of the final terms after consultation with the relevant Cabinet Member.

 

  1. To note that pursuant to Executive decision EX35/2022 that the voluntary acquisition of properties for the Multiversity is continuing and that a further report will be brought to the Executive to authorise the making of a Compulsory Purchase Order should such powers be required.

 

  1. To authorise the Head of Legal to enter into such contracts as are necessitated by the successful approval to deliver the scheme.

  1. To authorise the Director of Communications and Regeneration to pursue detailed negotiations with interested parties as necessary.

 

  1. To authorise the Director of Communications and Regeneration to pursue negotiations with Blackpool Football Club in relation to the transfer of the land required to deliver the Revoe Community Sports Village project, as shown on the plan in Appendix 8b to the Executive report (Masterplan).

 

  1. To delegate authority to the Director of Communications and Regeneration to authorise expenditure and contracts pursuant to decisions 1, 2 and 3 above.

 

 

  1. To instruct relevant Officers to commence all necessary preparatory works for the making of a Compulsory Purchase Order to support the site assembly of the land required and any associated road improvements and road closures.

 

  1. That Officers be requested to bring a further report to the Executive to seek the authority prior to the making of a Compulsory Purchase Order should such powers be required.

 

  1. To authorise the Head of Legal Services to prepare legal documentation and enter into and complete appropriate documents/contracts as necessary to complete the transactions.

To agree that Appendix 7d to the Executive report, the Financial Considerations is not for publication by virtue of Paragraph 3 of Part 1 of Schedule 12A of the Local Government Act 1972 as it includes detailed costings that enable the scheme to be viable. The publication of such information could prejudice continuing and future negotiations.

 

  1. To note the changes in Town Centre car parking provision since the 2019 report.

 

  1. To agree to the principle of providing  additional car parking spaces in a multi-storey car park servicing the town centre to accommodate the demand as set out in the report

 

  1. To authorise the Director of Communications and Regeneration to pursue detailed negotiations with the developer and other interested parties to assemble the land required and bring forward proposals for surface car parking and the multi-storey car park as outlined in the report.

 

  1. To instruct relevant Officers to commence all necessary preparatory works for the making of a Compulsory Purchase Order to support the site assembly of the land required for the car park and any associated road improvements and road closures.

 

  1. To agree, in principle, that if other options are exhausted then the Council would consider the use of Compulsory Purchase Order powers to assemble the site outlined in Appendix 7c to the Executive report.

 

  1. That Officers be required to bring a further report to the Executive to authorise the making of a Compulsory Purchase Order should such powers be required.

 

  1. To note that expenditure will be incurred within the existing approval in the Capital Programme as authorised in February 2019, and that further authorisation will be sought on the final proposals as necessary once the detailed design of the car park has been completed and costed.

 

  1. To delegate authority to the Director of Communications and Regeneration to authorise expenditure and contracts to deliver the additional car parking proposed  within the financial limits already approved

  1. To approve the Council’s commitment to complete the remaining enabling / supporting works in relation to completion of drainage and roads (see details in Appendix 5a to the Executive report).

 

  1. To grant delegated authority to the Head of Legal to authorise the drafting and agreement of the relevant Heads of Terms and completion of the Development Agreement/Lease with Great Places Housing Group. This in turn will enable Great Places Housing Group to deliver 88 new affordable units on Foxhall Village West site.

To grant delegated authority to the Director of Strategy and Assistant Chief Executive to continue with detailed design work to develop a detailed scheme for consideration at a future Executive meeting and support the work to relocate existing users of the building to enable future demolition and redevelopment to take place.

 

  1. To approve the transfer of land from the General Fund into the Housing Revenue Account (HRA) and consider opportunity for provision of a capital receipt to the general Fund for the land.

The Council's delegated budgets scheme allocates budgets of £7,500 to each Ward Councillor covered for the financial year 2022/2023. The funding for this scheme can be spent on supplementing funding public services, for the benefit of the local community.

 

Councillor G Coleman of Brunswick Ward has requested £3,000 as a ward councillor funding donation to Blackpool Boys and Girls Club to provide young vulnerable people from Brunswick Ward a safe and warm environment at the Club with food, drink and activities.

 

Councillor Brookes of Hawes Side Ward has requested £1,974.12 as a ward councillor funding donation to the Parks Department for the purchase and installation of new playground equipment at Crossland Road Park.

Councillor M Mitchell of Layton Ward has requested £500 as a ward councillor funding donation to Blackpool Stanley Rugby League Club for to supply 20 hoodies for those children attending the Club training sessions at Kingscote Park.

This donation is subject to the provision of one year for the maintenance of the green space with no recurring funds to be committed
