15/03/2017 - LIBRARY FEES AND CHARGES 2017/2018 ref: 836    Recommendations Approved

To consider the Fees and charges for the Library service for the financial year 2017/18.

Decision:

The Deputy Leader of the Council agreed the recommendations as outlined above namely:

 

1.      To agree the fees and charges as set in Appendix A for the period 1 April 2017 to 31 March 2018, noting that for most charges a nil increase is proposed.

 

2.      To introduce a new category of Library Membership with effect from 1 April 2017 at a cost of £20 per year.

 

3.      To introduce a visitor charge of £2 per day for the use of Blackpool Libraries’ ICT facilities and withdraw the previous the £10 annual charge.

 

4.      To agree that the fees and charges approved at decisions 1, 2 and 3 above can be reduced from the agreed charges on the published officer decision of the Director of Place after consultation with the relevant Cabinet Member. This would include the adding of additional discounts.

 


15/03/2017 - UNAUTHORISED DEPOSIT OF WASTE (FIXED PENALTIES)REGULATIONS 2016 ref: 835    Recommendations Approved

From 9 May 2016, a waste collection authority in England has been allowed to

issue a fixed penalty notice (FPN) for fly-tipping, a contravention of the

Environmental Protection Act 1990 (EPA 1990). This provides local authorities

with a more efficient and proportionate response to small-scale fly-tipping of

waste.

 

The new provisions provide for a fine of not less than £150 and not more than

£400 as specified by the waste collection authority, and £200 if no amount is

specified by the authority.

Decision:

The Deputy Leader of the Council agreed the recommendations as outlined above namely:

 

  1. To note the Unauthorised Deposit of Waste (FPN’s) Regulations 2016, which came into force on 9 May 2016.

 

  1. To agree that the penalty charge for Unauthorised Deposit of Waste (Fixed Penalty Notices) now be set at £400 reduced to £250 if paid within 10 days.

 

  1. That delegated authority be granted to the Director of Community and Environmental Services under the Environmental Protection Act 1990 (as amended), to make appropriate arrangements for the issuing of fixed penalty notices for the unauthorised deposit of waste.

To approve the submission of a round two application to the Heritage Lottery Fund (HLF) for the Blackpool Museum Project.

  1. To commit the Council to securing the funding balancing sum from the sources listed in Appendix 3a, to the Executive report.

 


13/03/2017 - PROVISION OF A SECURED BUSINESS LOAN TO BLACKPOOL TEACHING HOSPITALS NHS FOUNDATION TRUST ref: 833    Recommendations Approved

To support the Council’s local public sector partner, Blackpool Teaching Hospitals NHS Foundation Trust, with its investment in front-line services via the Council’s Business Loans Fund.

  1. To authorise the provision of a £9,230,000 loan over a 10-year repayment period to Blackpool Teaching Hospitals NHS Foundation Trust.

 

  1. To authorise the Council’s Legal Services team to draw up and enter into a suitable legal agreement with Blackpool Teaching Hospital.

 


13/03/2017 - WINTER GARDENS SPANISH HALL ROOF AND CORONATION STREET FACADE ref: 831    Recommendations Approved

To consider the authorisation of £1,995,000 expenditure and the associated funding package in order to carry out priority works to the Coronation Street façade and Spanish Hall roof of the Winter Gardens complex.

 

Subject to authorisation, the funding package for the priority works will include £895,000 Prudential Borrowing and £600,000 Corporate allocation from the Council’s Capital Programme provided over two financial years 2017/18 and 2018/19, in addition to £500,000 grant funding.

  1. That expenditure of £1,995,000 is authorised in order to carry out priority repairs to the Coronation Street façade and Spanish Hall roof of the Winter Gardens complex. 

 

2.      That Prudential Borrowing of £895,000 and a £600,000 Corporate allocation from the Council’s Capital Programme provided over two financial years 2017/18 and 2018/19 is authorised in order to fund priority repairs to the Coronation Street façade and Spanish Hall roof of the Winter Gardens complex.

  1. To approve the adoption and publication of Blackpool Playing Pitch Strategy (PPS) as attached at Appendix A.

 

  1. To approve the formation of a Playing Pitch Strategy Steering Groupmade up of representatives from the sports national governing bodies, Sport England and local league representatives for the grass sports, to oversee implementation of the action plan

 

  1. To agree to support the principle of the development of a funding application, via the Football Foundation and Sport England, to introduce 3G all weather pitches (AWP) at key locations to meet the demand identified within the Blackpool Playing Pitch Strategy (Subject to further detailed project/business plans).

 

  1. To support the further exploration of a partnership with the Cruyff Foundation to install a sports court in Blackpool, subject to separate project plan and business case.

To consider and approve the fees and charges for Democratic Governance and Legal Services for the financial year 2017/2018.

  1. To note the statutory fee for sale of the electoral register as set out in paragraph 5.2.

 

  1. To agree the fees and charges for Legal Services as set out in Appendix A for the period 1 April 2017 to 31 March 2018.

 

  1. To agree that the fees and charges for Legal Services can be reduced on the Published Officer decision of the Director of Governance and Partnerships, after consultation with the Leader of the Council.

 

 


10/03/2017 - WARD GRANTS ref: 827    Recommendations Approved

The Council's delegated budgets scheme allocates budgets of £15,000 to each Ward covered for the financial year 2016/2017. The funding for this scheme can be spent on supplementing funding public services, for the benefit of the local community.

 

Councillors I Taylor and L Williams of Claremont Ward have requested £237.36 as funding to Claremont Park Community Centre for the provision of 20,000 dog bags for use in the Claremont Area.

 

Councillors D Coleman and Critchley of Hawes Side Ward have requested £500 as funding to the Street Cleansing Section to remove fly debris and clear the unadopted alleyway to the rear of Fairway Road by the Community Payback Team.

 

Councillors Mrs Henderson MBE and Hunter of Highfield Ward have requested £1,300 as funding to South Shore Tennis Club for the provision of Spring/Summer Tennis Lessons at Highfield Park.

07/03/2017 - WARD GRANTS ref: 824    Recommendations Approved

The Council's delegated budgets scheme allocates budgets of £15,000 to each Ward covered for the financial year 2016/2017. The funding for this scheme can be spent on supplementing funding public services, for the benefit of the local community.

 

Councillors Elmes and Singleton of Marton Ward have requested:

(i)£1,000 as funding to the Parks Department towards the painting and repair to the storage containers in Stanley Park.

(ii)£3,500 as funding to the Parks Department for the purchase and installation of 5 benches and 5 litter bins for Marton Mere Nature Reserve.

 

Councillors Mrs Callow and P Callow of Norbreck Ward have requested £2,000 as funding to the Libraries Department for new books for Moor Park and Anchorsholme Libraries.

 

Councillors Campbell and Kirkland of Park Ward have requested £1,040 as funding to Horan Shukokai Centre for security costs for 12 months from January 2017 at Boundary School where the Karate Club meet.

 

Councillors I Coleman and Smith of Talbot Ward have requested £200 as funding to Belle Vue Strawberry Gardens Action Group towards the hiring of a rotovator and for the purchase of top soil, bulbs and plants.

 

Councillors O’Hara and Robertson BEM of Waterloo Ward have requested:

(i)£912 as funding to Environmental Services for the purchase and installation of 2 Nexus Litter Bins to be located near the Sandcastle and South Station.

(ii)£1,164 as funding to the Friends of Watson Road Park for the purchase and installation of a defibrillator to be placed at the Park.

(iii)£5,845 as funding to the Alley Gates Team for the purchase and installation of 3 alley gates at Dean Street, to include £275 advertising costs.

 

Councillors Hutton and L Taylor of Clifton Ward have requested £5,000 as funding to Mereside and Friends In Action group towards the development of green spaces in Mereside with regard to a new community orchard and wildflower meadow.
