1. To agree the fees and charges as set in Appendix A for the period 1 April 2017 to 31 March 2018, noting that for most charges a nil increase is proposed.
2. To introduce a new category of Library Membership with effect from 1 April 2017 at a cost of £20 per year.
3. To introduce a visitor charge of £2 per day for the use of Blackpool Libraries’ ICT facilities and withdraw the previous the £10 annual charge.
4. To agree that the fees and charges approved at decisions 1, 2 and 3 above can be reduced from the agreed charges on the published officer decision of the Director of Place after consultation with the relevant Cabinet Member. This would include the adding of additional discounts.
From 9 May 2016, a waste collection authority in England has been allowed to
issue a fixed penalty notice (FPN) for fly-tipping, a contravention of the
Environmental Protection Act 1990 (EPA 1990). This provides local authorities
with a more efficient and proportionate response to small-scale fly-tipping of
waste.
The new provisions provide for a fine of not less than £150 and not more than
£400 as specified by the waste collection authority, and £200 if no amount is
specified by the authority.

Councillors I Coleman and Smith of Talbot Ward have requested £200 as funding to Belle Vue Strawberry Gardens Action Group towards the hiring of a rotovator and for the purchase of top soil, bulbs and plants.
Councillors O’Hara and Robertson BEM of Waterloo Ward have requested:
(i)£912 as funding to Environmental Services for the purchase and installation of 2 Nexus Litter Bins to be located near the Sandcastle and South Station.
(ii)£1,164 as funding to the Friends of Watson Road Park for the purchase and installation of a defibrillator to be placed at the Park.
(iii)£5,845 as funding to the Alley Gates Team for the purchase and installation of 3 alley gates at Dean Street, to include £275 advertising costs.
Councillors Hutton and L Taylor of Clifton Ward have requested £5,000 as funding to Mereside and Friends In Action group towards the development of green spaces in Mereside with regard to a new community orchard and wildflower meadow.
