To seek approval for officers to proceed with the statutory consultation and advertisement in respect of a proposed Traffic Regulation Order to introduce a residents parking scheme as detailed within this report

Decision:

To authorise the statutory consultation and advertisement of notice of the intention of the Council to make a Traffic Regulation Order under the Road Traffic Regulation Act 1984, the effect of which will be to implement a residents parking scheme on Boothley Road between Devonshire Road and Coleridge Road.

 

If no objections are maintained to the proposals, to authorise the Head of Legal to make the Traffic Regulation Order.

 


27/09/2019 - WARD GRANT ref: 1472    Recommendations Approved

The Council's delegated budgets scheme allocates budgets of £15,000 to each Ward covered for the financial year 2019/2020. The funding for this scheme can be spent on supplementing funding public services, for the benefit of the local community.

 

Councillors Blackburn and G Coleman of Brunswick Ward have requested £200 as funding to The Washington Group towards the International Women’s Day Festival in March 2020 to benefit young women in Brunswick Ward.

23/09/2019 - LICENSING DECISIONS FOR THE WEEK ENDING 22 SEPTEMBER 2019 ref: 1471    Recommendations Approved

The Head of Licensing Service deals with a number of requests for licences under the Licensing Act, the Gambling Act and other pieces of legislations. Details of the licences, applied for and granted are outlined in the report.

The Executive resolved as follows:

 

  1. To note the report.  

 

  1. To use all possible to means to continue to lobby Government (HM Treasury, Ministry of Housing, Communities and Local Government and the Department for Education in particular) along with local authority peers, the Local Government Association and the Association of Directors of Children’s Services for significantly more funding to cope with the soaring demand and new burdens presenting in Children’s Services. This to include personal contact with the local MP’s.

 

3.      To require the respective directors and Director of Resources to continue to closely monitor and manage service financial and operational performances, specifically Children’s Services but also Strategic Leisure Assets, Concessionary Fares and Parking Services, and to ensure the release of at least £1m of budgets across all directorates as a consequence of a 1-year freeze on non-essential spend.

Councillors Clapham and Wilshaw of Bispham Ward have requested £100 as funding to the Illuminations Department towards the Lightpool Festival Glo-Football Event.

 

Councillors Cain and Hobson of Bloomfield Ward have requested £100 as funding to the Illuminations Department towards the Lightpool Festival Glo-Football Event.

 

Councillor Taylor of Claremont Ward has requested £540 as funding to The Magic Club CIO to provide activities and opportunities for young people in the form of trips free of charge. Councillor L Williams has an involvement in the organisation and has therefore declared an interest in the matter and not been involved in the submission of the application.

 

Councillors Burdess and Hutton of Clifton Ward have requested £100 as funding to the Illuminations Department towards the Lightpool Festival Glo-Football Event.

 

Councillors R Scott and Wing of Greenlands Ward have requested £4,863.60 as funding to Groundwork CLM towards to the costs of an officer to maintain and manage the North Blackpool Pond Trail.

 

Councillors Critchley and Brookes of Hawes Side Ward have requested £225 as retrospective funding to the Parks Department for Healthy Eating and Sports Event at Crossland Road Park to encourage and education young people in the community.  (This is retrospective funding as the event date had to be changed at last minute due to the reserved exhibition trailer being unavailable).

 

Councillors Benson and Mitchell of Layton Ward have requested £320.49 as funding to the Friends of Layton Station for the purchase and installation of 2 large timber planters to enhance the Station.

 

Councillors Mrs Callow and P Callow of Norbreck Ward have requested:

(i)£1,896 as funding to Blackpool Rugby Union Football Club for the purchase and installation of new rugby goal posts for the club.

(ii)£2,250 as funding to the Parks Department towards drainage works to be carried out at Carr Road Park Children’s Play Area.

(iii)£720 as funding to the Parks Department towards the purchase and planting of 2 street trees at 309/311 Norbreck Road.

(iv)£540 as funding to the Parks Department for grass cutting at Fleetwood Road adjacent to the rugby and cricket pitches.

 

 

Councillors Cox and Walsh of Squires Gate Ward have requested £1,000 as funding to Babies and Buddies Group towards the annual running costs of the group as a weekly mother and baby group.

 

Councillors Hugo and Smith of Talbot Ward have requested £4,650 as funding to the Parks Department for the purchase and installation of railings around the minor open space in Newcastle Avenue.

 

Councillors Jackson and Owen of Victoria Ward having requested:

(i)£100 as funding to the Street Cleansing Department for 1 days work by the Community Payback Team to clear the alley behind 59 Shetland Road.

(ii)£700 as funding to The Gatehouse Church towards the upgrade of the surface play area in the outside garden for disabled users.

 

Councillors D Scott and M Scott of Warbreck Ward have requested £2,730 as funding to Disability First towards the continued 12 months funding for Basic IT Training for those socially isolated in the ward.  This amount includes £250 annual rental charges for the room at St Stephen’s Church.

 

Councillors O’Hara and Robertson BEM of Waterloo Ward have requested £100 as funding to the Illuminations Department towards the Lightpool Festival Glo-Football Event.

To confirm the outcome of the recent tender exercise undertaken for the provision of Bulky Matters and the Rover service.
