To consider the Blackpool Early Years Partnership Strategy 2019/2020. Once approved the strategy will form part of the Executive Policy Framework.

The Executive agreed the recommendation as outlined above namely:

 

To agree the Blackpool Early Years Partnership Strategy 2019/2020 for the period until 30 September 2020, and endorse its key strategic priorities.

To consider the Special Educational Needs and Disabilities Service Strategy 2019/2021. Once approved the strategy will form part of the Executive Policy Framework.

The Executive agreed the recommendation as outlined above namely:

 

To agree the Special Educational Needs and Disabilities Service Strategy 2019/2021, as attached at Appendix 3a, to the Executive report, including its vision and strategic objectives, with effect until 30 September 2021.

FINANCIAL PERFORMANCE MONITORING AS AT MONTH 3 2019/20 pdf icon PDF 221 KB

To receive the financial performance monitoring for the period ending 30 June 2019.

The Executive resolved as follows:

 

  1. To note the report.  

 

  1. To use all possible to means to continue to lobby Government (HM Treasury, Ministry of Housing, Communities and Local Government and the Department for Education in particular) along with local authority peers, the Local Government Association and the Association of Directors of Children’s Services for significantly more funding to cope with the soaring demand and new burdens presenting in Children’s Services. This to include personal contact with the local MP’s.

 

3.      To require the respective directors and Director of Resources to continue to closely monitor and manage service financial and operational performances, specifically Children’s Services but also Strategic Leisure Assets, Concessionary Fares and Parking Services, and to ensure the release of at least £1m of budgets across all directorates as a consequence of a 1-year freeze on non-essential spend.
