To consider the Council’s position with regard to whether it wishes to veto the proposed Business Improvement District (BID) ballots. BIDs are expected to offer services to their levy payers as an addition to those provided by the local authority. This is referred to as ‘additionality’. The Council can veto BID proposals if there is a conflict with an existing local authority policy
