09/11/2021 - SUNDRY DEBT, HOUSING BENEFIT OVERPAYMENTS AND BUSINESS RATES WRITE OFFS ref: 1980    Recommendations Approved

This report lists applications to write off outstanding balances of Sundry Debts, Housing Benefit Overpayments and Business Rates where there is no prospect of recovery or where recovery of the debt is inappropriate.

 

The Corporate Write Off Policy states that the write off of all Sundry Debt and Housing Benefit Overpayments over £5,000 and Business Rates over £10,000 must be authorised by Executive.

09/11/2021 - WARD COUNCILLOR FUNDING ref: 1979    Recommendations Approved

The Council's delegated budgets scheme allocates budgets of £7,500 to each Ward Councillor covered for the financial year 2021/2022. The funding for this scheme can be spent on supplementing funding public services, for the benefit of the local community.

 

Councillor Brookes of Hawes Side Ward has requested £640 as a donation to the Library Service for the provision to purchase new books for Baines School and Hawes Side School.

  1. To defer delivery of the 5-year Children’s Social Care medium-term financial plan by 12 months in order to give its workstreams more time in which to take effect [section 4.4].

To transition out the Growth and Prosperity net revenue budget target over a 2-year period, 2022/23-23/24, with any proceeds subsequently realised from the existing work programme being directed to bolstering reserves and any new proceeds being retained by Growth and Prosperity for their re-investment [section 4.4].

To seek approval to the terms negotiated for the Surrender and renewal of a lease to South Shore Cricket and Squash Club (SSCSC) at Common Edge Blackpool, to support the development of Blackpool Airport Enterprise Zone.

) To proceed with the acquisition of Property at Common Edge Blackpool by way of a Surrender of a leasehold interest .  The acquisition of this property is supported by Section 120 of the Local Government Act 1972 which authorises local authorities to acquire any land for their functions, and for the ‘benefit, improvement or development of their area, by agreement, whether situated inside or outside their area.

 

ii) To approve the payment of compensation totalling £53,500 ( fifty three thousand five hundred pounds) plus professional fees to South Shore Cricket and Squash Club in respect of a surrender and renewal of the lease for land and premises at Common Edge Blackpool as detailed in the Heads of Terms.

 

iii) To approve and sign on behalf of Blackpool Council the Memorandum of Understanding, with South Shore Cricket and Squash Club which outlines the intention of the parties in respect of undertaking works at Common Edge for provision and use of new sporting facilities.

 

iv) To authorise the Head of Legal Services to complete the surrender of the existing lease and the grant of a new 25 year lease for land and premises at Common Edge for the Cricket Ground and pavilion.

 

 

v) To authorise the Head of Legal Services to complete the grant of a new 25 year lease  in respect of a training area at Common Edge.
