09/05/2022 - ACQUISITION OF 26 KING STREET, BLACKPOOL ref: 2135    Recommendations Approved

To consider the freehold acquisition of 26 King Street, Blackpool, FY1 3DL, as registered under HM Land Registry Title Number: LA959069 (the “Property”).

Decision:

To proceed with the acquisition of the Property.  The acquisition will be under section 227 Town and Country Planning Act 1990 ("the 1990 Act") for the purpose of facilitating the carrying out of development, redevelopment or improvement on or in relation to that Property. The Council’s intention in acquiring the Property under section 227 of the 1990 Act is to enable the operation of powers under section 203 of the Housing and Planning Act 2016 ("the 2016 Act") for planning purposes to facilitate the carrying out of redevelopment.

09/05/2022 - WARD FUNDING ref: 2134    Recommendations Approved (subject to call-in)

The Council's delegated budgets scheme allocates budgets of £7,500 to each Ward Councillor covered for the financial year 2022/2023. The funding for this scheme can be spent on supplementing funding public services, for the benefit of the local community.

 

Councillor Hunter of Highfield Ward has requested £200 as a ward councillor funding donation to Molyneux Drive Friends and Neighbours Group for the purchase of food, drinks, plates and napkins for a Jubilee Event organised for the community.

 

Councillor Benson of Layton Ward has requested £200 as a ward councillor funding donation to Blackpool Stanley Rugby Club for the hire of donkey rides and a circus skills workshop to be held at a Jubilee Event at Kingscote Park.

 

Councillor M Mitchell of Layton Ward has requested £200 as a ward councillor funding donation to Blackpool Stanley Rugby Club for the hire of donkey rides and a circus skills workshop to be held at a Jubilee Event at Kingscote Park.

 

Councillor Campbell of Park Ward has requested £750 as a ward councillor funding donation to Groundwork @ the Grange towards a Climate Week Waste Amnesty during May throughout Grange Park.

06/05/2022 - APPOINTMENT OF CONSULTANTS TO DELIVER STUDIES FOR THE OUTLINE BUSINESS CASE FOR COAST PROTECTION SCHEME KNOWN AS BLACKPOOL BEACH NOURISHMENT ref: 2164    Recommendations Approved

To agree to the proposal to appoint consultants from the Environment Agency’s Consultancy Framework to prepare the   studies for the outline business case for the Coast protection scheme known as Blackpool Beach Nourishment.  The Approved Blackpool Coast Protection Strategy 2013 identified that the beach nourishment would complement and protect the completed defence works carried out between 2005 and 2011.

04/05/2022 - HOUSEHOLD SUPPORT FUND ref: 2131    Recommendations Approved

To outline how the Council will support residents with Government funding that has been provided for the Household fund. The total award for Blackpool is £1.745M

To approve the Eligibility Criteria attached at Appendix A for the period until 30 September 2022.

 

To agree that a number of processes and schemes as outlined below will be implemented to ensure that the fund will support the most vulnerable residents and to meet the overall fund requirements.

 

1.      Targeted help:

 

Extension to free school meals

Families eligible for free school meals will receive support during May/June bank holidays and for summer holidays. Support will be provided to families by vouchers that will be distributed by schools. Vouchers will be provided at £3 for each eligible day.


Total estimated budget £874,000

 

Pensioners
Those pensioners identified to be in hardship through eligibility for pension credit. A payment of £100 per eligible person will be sent. Payments will be sent automatically and residents will not need to apply.

Total estimated budget £550,000

 

 

 

 

2.      Application and criteria based help

 

Discretionary support scheme
Application based for residents facing hardship with energy bills, food etc. A payment of £100 available to households without children and £150 to households with children.

 

Total estimated budget £186,000

 

Third sector grants scheme
Voluntary, community and faith organisations will be able to apply for funded projects of up to £5000 to deliver support for those that are hard to reach. Grants will be awarded by an application process and a panel will evaluate proposals and make awards.

Total estimated budget £50,000

 

3.      Contingency and administration expenses

The terms of the funding allow for contingency and administration expenses

03/05/2022 - DRAFT ENHANCED BUS PARTNERSHIP ref: 2130    Recommendations Approved

To consider Blackpool’s Draft Enhanced Bus Partnership documents, the Plan and the Scheme, facilitating the necessary steps to put Blackpool’s Enhanced Partnership (EP) in place.

29/04/2022 - WARD COUNCILLOR FUNDING ref: 2127    Recommendations Approved

Councillor Hobson of Bloomfield Ward has requested £258 as a ward councillor funding donation to Blackpool Coastal Housing towards the purchase of a pair of goal nets for Revoe Park.

 

Councillor Burdess of Clifton Ward has requested £1,250 as a ward councillor funding donation to Blackpool Boys and Girls Club towards a Mereside Youth Literacy Scheme.

 

Councillor Farrell of Ingthorpe Ward has requested £237.51 as a ward councillor funding donation to Kilmory Community Centre Lunch Club towards their Jubilee Celebration Event to provide some buffet food and a commemorative mug.

 

Councillor Benson of Layton Ward has requested £1,000 as a ward councillor funding donation to St Marks Church, Layton towards the improvement and accessibility of the entrance to the church.

 

Councillor Jackson of Victoria Ward has requested:

(i)£125 as a ward councillor funding donation to the Parks Department towards the Park Rangers Fairy Trail Event at Revoe Park.

(ii)£150 as a ward councillor funding donation to the Parks Department towards supporting the Park Rangers Halloween Event in October at Revoe Park.

(iii)£167.99 as a ward councillor funding donation to the Parks Department towards the purchase of 2 Hot Water Urns for use by the volunteers in Revoe Park.

 

Councillor Jackson of Victoria Ward has requested:
