  1. To note the report.  

 

2.     To require the respective directors and Director of Resources to continue to closely monitor and manage service financial and operational performances, specifically Children’s Services, Treasury Management and Growth and Prosperity.

 

3.     To prompt the Scrutiny Leadership Board to continue to independently review the financial and operational performances of the services listed in decision 2.

 

4.     To continue to lobby central government (Department for Levelling Up, Housing and Communities, Department for Health and Social Care and Department for Education in particular) along with local authority peers and networks and the Local Government Association for the funding necessary to cope with the burdens and demands presenting as a result of exceptional inflationary pressures and demographic demands upon statutory services.

 

5.     To approve that the £135,000 funding gap for the Library/Grundy Art Gallery roof will be met by additional surplus top-slice funding.

 

6.     To work towards increased target working balances of £8m from £6m with formal effect from the start of financial year 2023/24.

To seek approval for the appointment of 7 suppliers as listed at 2.1 below onto a panel which can support the Multiply Programme:

 

Blackpool Council is looking to appoint a framework panel which we can use to support the Multiply Initiative.

 

Multiply was announced in the Autumn Spending Review and in the Levelling Up White Paper – being part of a range of initiatives that aim to boost adult skills.  The programme is for 19+ adults who do not have a GSCE at Grade 4 (or equivalent) and aims to help people improve their ability to understand and use maths in daily life, home, and work – from household finances, to helping children with homework, to making more sense of the facts in the media and improving employability / job prospects

10/10/2022 - LICENSING DECISIONS FOR THE WEEK ENDING 9 OCTOBER 2022 ref: 2241    Recommendations Approved

The Head of Licensing Service deals with a number of requests for licences under the Licensing Act, the Gambling Act and other pieces of legislations. Details of the licences, applied for and granted are outlined in the report.

10/10/2022 - WARD COUNCILLOR FUNDING ref: 2240    Recommendations Approved

The Council's delegated budgets scheme allocates budgets of £7,500 to each Ward Councillor covered for the financial year 2022/2023. The funding for this scheme can be spent on supplementing funding public services, for the benefit of the local community.

 

Councillor Benson of Layton Ward has requested:

(i)£228 as a ward councillor funding donation to the Illuminations Department for the installation and decorating of Christmas lights on the permanent Christmas tree within Layton Ward.

(ii)£645 as a ward councillor funding donation to the Parks Departments and Active Lives towards the Park Rangers running a Forest School at Kingscote Park.

 

Councillor M Mitchell of Layton Ward has requested £228 as a ward councillor funding donation to the Illuminations Department for the installation and decorating of Christmas lights on the permanent Christmas tree within Layton Ward.

 

Councillor Farrell of Ingthorpe Ward has requested:

(i)£75 as a ward councillor funding donation to Kilmory Community Centre Lunch Club towards the purchase of provisions for a Christmas Lunch for the residents using the Centre.

(ii)£65 as a ward councillor funding donation to Kilmory Community Centre Lunch Club towards the purchase of provision for a Coffee Morning for the residents using the Centre.

10/10/2022 - BLACKPOOL MUSEUM PROJECT- INSTRUCTION TO LEGAL SERVICES TO PREPARE NEGOTIATING DRAFTS OF LEGAL AGREEMENTS BETWEEN BLACKPOOL COUNCIL AND THE BLACKPOOL HERITAGE AND MUSEUM TRUST ref: 2315    Recommendations Approved

To formally instruct Legal Services to prepare negotiating drafts of a suite of legal agreements between Blackpool Council and the Blackpool Heritage and Museum Trust.  This will ensure and provide contractual arrangements, which will articulate the relationship between the Council and the Trust, since it enables the service to be specified with appropriate professional standards.

Councillor Benson of Layton Ward has requested £250 as a ward councillor funding donation to Enveco Environmental Services towards the purchase of paint and provisions for the painting of a container located at Kingscote Park to enhance the general look of the area.

 

Councillor D Coleman of Marton Ward has requested £450 as a ward councillor funding donation to Enveco Environmental Services towards to the clearing of debris and weeds from the alley way to the rear of 241 Preston Old Road.

 

Councillor Stansfield of Marton Ward has requested £450 as a ward councillor funding donation to Enveco Environmental Services towards to the clearing of debris and weeds from the alley way to the rear of 241 Preston Old Road.

 

Councillor Hugo of Talbot Ward has requested £825 as a ward councillor funding donation to Enveco Environmental Services for the purchase and installation of an alley gate at the side of the Refresh Café on Deansgate.

05/10/2022 - MARTON MOSS NEIGHBOURHOOD PLAN: REGULATION 16 CONSULTATION ref: 2235    Recommendations Approved

The purpose of this Report is to inform the Cabinet Member:

 

(i)                  of the submission of the Marton Moss Neighbourhood Plan (MMNP) by  Marton Moss Neighbourhood Forum to the Council in accordance with the Neighbourhood Plan (General) Regulations (as amended) 2012; and

 

(ii)                request authority to proceed to publicise the documents for consultation and appoint an independent examiner;

 

(iii)              that officers will bring a further report setting out the Council’s comments on the Submission draft of Marton Moss Neighbourhood Plan Regulation 16 consultation.

1.      To agree to publicise for consultation for a period of 6 weeks during October/November 2022, the Submission Draft of the Marton Moss Neighbourhood Plan and supporting documentation (Appendix A refers) in accordance with Regulation 16 of the Neighbourhood Plan Regulations.

 

2.      To agree that following the consultation on the plan agrees that the Council appoint an independent examiner in agreement with the Neighbourhood Forum to allow the plan to move forward to examination stage.
