01/10/2020 - TRAMWAY MAINTENANCE - FEBRUARY 2021 ref: 1689    Recommendations Approved

To confirm the outcome of the recent market tender exercise undertaken for Tramway Maintenance Services for Permanent Way assets on Blackpool Promenade. 

 

Blackpool Council wishes to appoint 2 Contractors on 2 lots:

  • Lot 1 (Sub-Arc): Not awarded – will be subject to further investigation, trial of different solutions and re-scoping for feasibility and affordability
  • Lot 2 (Track tamping): Electrification Solutions Limited (ESL)
  • Lot 3 (Rail Replacement): Keltbray

The Executive agreed the recommendations as outlined above namely:

 

1.      To authorise the making of a Compulsory Purchase Order to be known as The Blackpool Borough Council (King Street No1) Compulsory Purchase Order 2020 (“the Order”) under Section 226(1)(a) of the Town and Country Planning Act 1990 (as amended by section 99 and Schedule 9 of the Planning and Compulsory Purchase Act 2004) for the acquisition of the Order Land being land which it thinks, if acquired, will facilitate the carrying out of development, redevelopment or improvement on or in relation to the land, and that such development, redevelopment or improvement is likely to contribute to achieving the promotion or improvement of the economic, social or environmental well-being of the area, as described in this report.

 

2.      On the basis that there is a compelling case in the public interest to making the Order, to authorise the Director of Communications and Regeneration to:

i.                    take all necessary steps to secure the making, confirmation and implementation of the Order including (but not limited to) updating the draft Statement of Reasons as deemed appropriate, the publication and service of all notices and the presentation of the Council’s case at any Public Inquiry;

ii.                   acquire interests in land within the area subject to the Order either by agreement or compulsorily;

iii.                 approve agreements with landowners and others having an interest in the area to be subject to the Order setting out the terms for the withdrawal of objections to the Order including where appropriate seeking agreements effecting the delivery of any part of the development and making arrangements for rehousing or relocation of occupiers.

2.      To continue to lobby central government (HM Treasury, Ministry of Housing, Communities and Local Government, Department for Transport, Department for Digital, Culture, Media and Sport, Department for Business, Energy and Industrial Strategy and Department for Education in particular) along with local authority peers and networks and the Local Government Association for the funding necessary to cope with the demands and new burdens presenting as a result of both Covid and within Children’s Services.

 

3.      To require the respective directors and Director of Resources to continue to closely monitor and manage service financial and operational performances, specifically Children’s Services, Strategic Leisure Assets, Growth and Prosperity, Parking Services besides the Council’s wholly-owned companies.

The Head of Licensing Service deals with a number of requests for licences under the Licensing Act, the Gambling Act and other pieces of legislations. Details of the licences, applied for and granted are outlined in the report.

The Council's delegated budgets scheme allocates budgets of £15,000 to each Ward covered for the financial year 2020/2021. The funding for this scheme can be spent on supplementing funding public services, for the benefit of the local community.

 

Councillors R Scott and Wing of Greenlands Ward have requested £800 as funding the Fylde Ex-Service Liaison Committee Fylde Memorial Arboretum for grass mowing and general grounds maintenance for an 8 month period from March to October 2020.

The Council's delegated budgets scheme allocates budgets of £15,000 to each Ward covered for the financial year 2020/2021. The funding for this scheme can be spent on supplementing funding public services, for the benefit of the local community.

 

Councillors Taylor and L Williams of Claremont Ward have requested:

(i)£1,000 as funding to Claremont Park Community Centre towards the administration costs of a new project “Digital Library”.

(ii)£237.36 as funding to Claremont Park Community Centre for the purchase of 20,000 Dog Poo Bags for use within the community to benefit cleaner streets.

(iii)£400 as funding to the Street Cleansing Department for the clearance of rubbish and weeds in the unadopted alleyway to the rear of Mather Street.
