To gain approval for the athletics track surface to be replaced and wider investment in the arena to ensure regional events can continue to be hosted in Blackpool.

07/10/2022 - WARD COUNCILLOR FUNDING ref: 2238    Recommendations Approved

The Council's delegated budgets scheme allocates budgets of £7,500 to each Ward Councillor covered for the financial year 2022/2023. The funding for this scheme can be spent on supplementing funding public services, for the benefit of the local community.

 

Councillor Hobson of Bloomfield Ward has requested £100 as a ward councillor funding donation to Community and Environment Services for the Park Rangers Group at Revoe Community Garden towards the purchase of pumpkins for their Halloween Event.

 

Councillor Benson of Layton Ward has requested £250 as a ward councillor funding donation to Enveco Environmental Services towards the purchase of paint and provisions for the painting of a container located at Kingscote Park to enhance the general look of the area.

 

Councillor D Coleman of Marton Ward has requested £450 as a ward councillor funding donation to Enveco Environmental Services towards to the clearing of debris and weeds from the alley way to the rear of 241 Preston Old Road.

 

Councillor Stansfield of Marton Ward has requested £450 as a ward councillor funding donation to Enveco Environmental Services towards to the clearing of debris and weeds from the alley way to the rear of 241 Preston Old Road.

 

Councillor Hugo of Talbot Ward has requested £825 as a ward councillor funding donation to Enveco Environmental Services for the purchase and installation of an alley gate at the side of the Refresh Café on Deansgate.

To consider Blackpool Council’s draft Modern Slavery and Human Trafficking Statement for 2021/22.

  1. To adopt the 2021/22 Modern Slavery and Human Trafficking Statement attached at Appendix A on behalf of the Council.

 

  1. To request the Group Company Secretary to raise the statement with all the Council’s wholly owned companies.

 


05/10/2022 - MARTON MOSS NEIGHBOURHOOD PLAN: REGULATION 16 CONSULTATION ref: 2235    Recommendations Approved

The purpose of this Report is to inform the Cabinet Member:

 

(i)                  of the submission of the Marton Moss Neighbourhood Plan (MMNP) by  Marton Moss Neighbourhood Forum to the Council in accordance with the Neighbourhood Plan (General) Regulations (as amended) 2012; and

 

(ii)                request authority to proceed to publicise the documents for consultation and appoint an independent examiner;

 

(iii)              that officers will bring a further report setting out the Council’s comments on the Submission draft of Marton Moss Neighbourhood Plan Regulation 16 consultation.

The Leader of the Council agreed the recommendations as outlined above namely:

1.      To agree to publicise for consultation for a period of 6 weeks during October/November 2022, the Submission Draft of the Marton Moss Neighbourhood Plan and supporting documentation (Appendix A refers) in accordance with Regulation 16 of the Neighbourhood Plan Regulations.

 

2.      To agree that following the consultation on the plan agrees that the Council appoint an independent examiner in agreement with the Neighbourhood Forum to allow the plan to move forward to examination stage.

04/10/2022 - RENEWAL OF LEASE OF THE BEACH HOUSE (PART OF FESTIVAL HOUSE, PROMENADE BLACKPOOL FY1 1AP) TO BLACKPOOL PARKS LTD ref: 2234    Recommendations Approved

To advise of the terms agreedfor the renewal of a lease to Blackpool Parks Ltd at the Beach House (part of Festival House, Blackpool Promenade FY1 1AP) -  as two leases for both the Beach House and undercroft waste storage area for a period of 15 years.

Unit N4 Houndshill Shopping Centre, Grant of new Agreement for Lease and Lease.

To grant a new (1) Agreement for Lease; and a new (2) Lease at Unit N4 Houndshill Shopping Centre, conditional on fit out contribution being approved by the Executive meeting on 10 October 2022.

 

To agree for the Head of Legal Services to prepare legal documentation and enter into and complete appropriate documents/contracts/agreements/leases as necessary.

Councillor Jackson of Victoria Ward has requested:

(i)£300 as a ward councillor funding donation to Broadway Stars Morris Group as a contribution towards new outfits, travel expenses and venue hire.

(ii)£539.28 as a ward councillor funding donation to the Parks Department for the purchase and installation of a park bench in Revoe Park
