To ensure appropriate governance arrangements are in place to allow local government planning and response systems to be at the centre of a Covid-19 outbreak response. This includes the ability to quickly deploy resources to the most critical areas of need. 

To agree the establishment of the Covid-19 Health Protection Board which will be responsible for ensuring Blackpool has adequate planning arrangements to be able to respond effectively and efficiently to outbreak management; ensuring plans and processes are in place. This group will be Chaired by the Director of Public Health or the Consultant in Public Health and if they are absent a deputy.

To agree the establishment of a COVID-19 Outbreak Engagement Board to provide elected member ownership and public facing engagement and communication for outbreak response. This group will be Chaired by the Leader of the Council and if they are absent a deputy.

To confirm the outcome of the recent tender exercise undertaken for the Provision of Mechanical Repairs and Maintenance.

To approve the appointment of the supplier listed in John Kelly (Fleetwood) Ltd t/as EAS Electrical & Mechanical Engineers – Fleetwood, Lancashireto deliver the Provision of Mechanical Repairs and Maintenance.

To consider the appointment of additional officers to enforce business closure as required by the Health Protection (Coronavirus, Restrictions)(England) Regulations 2020

That the officers listed at 5.6 below namely Shaun McKinney, Myron Moss

and Simon Evans be appointed as additional officers to those appointed on the 23 March 2020 to enforce the closure of those businesses listed in the Health Protection (Coronavirus, Restrictions)(England) Regulations 2020 and to take such action as is necessary to enforce a closure or restriction imposed by those regulations.

The Head of Licensing Service deals with a number of requests for licences under the Licensing Act, the Gambling Act and other pieces of legislations. Details of the licences, applied for and granted are outlined in the report.

The Head of Licensing Service agreed to grant the licences as set out in the attached Appendices.

To approve the appointment of Graham Construction Limited of Manchester, via a pre-construction services agreement, as the main contractor for the second stage tender process for the Houndshill Shopping Centre Extension.

To approve the appointment of Casson Mann as the Design Consultant to provide Museum Interpretive Design Services to deliver the Blackpool Museum Pro

To approve the appointment of Casson Mann as the Design Consultant to provide Museum Interpretive Design Services to deliver the Blackpool Museum Project.

The appointment will be on a fixed term basis until the end of the development phase, with an option to extend to the end of the delivery phase, if the Round 2 application is successful, and subject to satisfactory performance at the development phase.
