To obtain appropriate approvals to allow the award of contract to a steel work contractor for works to the Blackpool Tower steel structure, following completion of a tender exercise for these works. 

To approve the award of a contract to a steel work contractor for works to the Blackpool Tower steel structure.

To consider the freehold acquisition of 13 Charles Street, Blackpool, Lancashire, FY1 3HD, as registered under HM Land Registry Title Number: LA416234 (the “Property”).

To proceed with the acquisition of the Property.  The acquisition will be under section 227 Town and Country Planning Act 1990 ("the 1990 Act") for the purpose of facilitating the carrying out of development, redevelopment or improvement on or in relation to that Property. The Council’s intention in acquiring the Property under section 227 of the 1990 Act is to enable the operation of powers under section 203 of the Housing and Planning Act 2016 ("the 2016 Act") for planning purposes to facilitate the carrying out of redevelopment.

To confirm the outcome of the recent tender exercise undertaken for the provision of Infrastructure Support in the Voluntary, Community, Faith and Social Enterprise (VCFSE) Sector.

To approve the appointment of Volunteer Centre Blackpool, Wyre and Fylde (in partnership with Blackpool Citizens Advice and Social Enterprise Solutions CIC), for the provision of these services, subject to UKSPF funding approval.

To approve the Head of Legal to draw up a Grant Funding Agreement with the successful applicant.

The Leader of the Council agreed the recommendation as outlined above namely:

To seek to approve Blackpool and The Fylde Street Angels as the supplier of a Staffing Service for a Temporary Bed Unit, following the completion of an open tendering exercise.

To approve Blackpool and The Fylde Street Angels of 28-30 Cookson Street, Blackpool, FY1 3EF as the supplier of Staffing Service for a Temporary Bed Unit.

The Head of Licensing Service deals with a number of requests for licences under the Licensing Act, the Gambling Act and other pieces of legislations. Details of the licences, applied for and granted are outlined in the report.

The Head of Licensing agreed to grant the licences as outlined in the attached Appendices.

To confirm the outcome of the recent procurement exercise undertaken for the appointment of a Contractor to provide junction improvements at Division Lane. 

To approve the appointment of AE Yates (Bolton, UK)

The Council's delegated budgets scheme allocates budgets of £7,500 to each Ward Councillor covered for the financial year 2022/2023. The funding for this scheme can be spent on supplementing funding public services, for the benefit of the local community.

Councillor Cain of Bloomfield Ward has requested:

(i)£537.50 as a ward councillor funding donation to Red Rose Women’s Group towards providing an afternoon tea for the group of elderly and vulnerable people.

(ii)£50 as a ward councillor funding donation to The New Revoe Residents Association as a contribution to Revoelution Community Choir for their performance at the Revoe Switch On Event.

Councillor Hobson of Bloomfield Ward has requested £50 as a ward councillor funding donation to The New Revoe Residents Association as a contribution to Revoelution Community Choir for their performance at the Revoe Switch On Event.

Councillor Benson of Layton Ward has requested £200 as a ward councillor funding donation to Enveco to procure and provide a sound system for the Layton Christmas Lights Switch On Event.

Councillor Campbell of Park Ward has requested £5,249.47 as a ward councillor funding donation to Groundworks to create a Warm Hub @ The Grange.

Councillor Kirkland of Park Ward has requested £5,249.47 as a ward councillor funding donation to Groundworks to create a Warm Hub @ The Grange.

Councillor Baker of Stanley Ward has requested £232.20 as a ward councillor funding donation to Marton Moss Forum towards room hire for the forum and website maintenance for the remainder of the financial year.

To approve a cash bond or bond agreement with an approved roads bondsman for surety for the upgrade of Division Lane and Common Edge Junction and delegate to Blackpool Council’s Legal Department to proceed with whichever is more expedient and cost effective.
