02/09/2021 - PROPOSED LEASE OF THIRD FLOOR MUNICIPAL BUILDINGS TO DEPARTMENT OF WORK AND PENSIONS ref: 1932    Recommendations Approved

To consider the proposal to lease the 3rd floor of Municipal Buildings, to the Department of Work and Pensions (DWP).

Decision:

To approve a five-year lease of the 3rd floor of Municipal Buildings to the Department of Work and Pensions, equating to 8,701 sq feet on the terms set out in the Heads of Terms attached at Appendix B.

 


31/08/2021 - LICENSING DECISIONS FOR THE WEEK ENDING 31 AUGUST 2021 ref: 1931    Recommendations Approved

The Head of Licensing Service deals with a number of requests for licences under the Licensing Act, the Gambling Act and other pieces of legislations. Details of the licences, applied for and granted are outlined in the report.

26/08/2021 - PROHIBITION OF DRIVING ON MOSS HOUSE ROAD AS PART OF THE NEW HOUSING DEVELOPMENT ref: 1930    Recommendations Approved

To consider the prohibition of driving along the western end of Moss House Road a distance of approximately 100m from its junction with Common Edge Road as part of the approved residential development that Kensington Developments have been granted Planning Permission for. This is to ensure that traffic flow from the new development and within Moss House Road to the east of this proposed prohibition of driving closure is in the interests of public safety not only for the residents of the new residential development but also for the existing residents within Moss House Road. Pedal cycles are exempt from the closure and will facilities will be installed as part of the scheme.

24/08/2021 - BULKY MATTERS AND ROVER SERVICE ref: 1929    Recommendations Approved

To confirm the outcome of the recent tender exercise undertaken for the provision of Bulky Matters and the Rover service.

To approve the appointment of Calico Enterprise Ltd (Burnley, Lancashire) as the contractor for Bulky Matters and the Rover service. The contract is for a period of 2 years with the option to extend for 2 further years subject to budget, demand and satisfactory review.

 


24/08/2021 - FOXHALL VILLAGE DEVELOPMENT - EXTENSION OF EXCLUSIVITY AGREEMENT TO WORK WITH GREAT PLACES HOUSING ASSOCIATION ref: 1928    Recommendations Approved

To consider proposed actions in relation to land at Rigby Road, known as the Foxhall Village development, namely to extend the exclusivity arrangement with Great Places Housing Association to enable the investigation of development options to support the re-commencement of the stalled phase 3 of the development.

To authorise extension of the existing exclusivity arrangement with Great Places Housing Association for a further period of 12 months in respect of the stalled phase 3, the detail of all of which is to be delegated to the Head of Legal Services as set out at paragraph 5.19.

 


24/08/2021 - FEES AND CHARGES 2021/22 - LICENSING SERVICE ref: 1927    Recommendations Approved

To consider an amendment to the existing 2021/22 fees and charges for the Licensing Service.

The Cabinet Member agreed the recommendation as outlined above namely:

 

To approve the implementation of a new fee for 1 year Licence to all new drivers at a cost of £90.00 with effect from 1 September 2021 to 31 March 2022.

 


24/08/2021 - PUBLIC TRANSPORT HUB TRAFFIC ENFORCEMENT CAMERAS ref: 1926    Recommendations Approved

The report seeks authorisation for officers to proceed with the statutory consultation, advertisement and making of a proposed Traffic Regulation Order  in respect of the  Council’s proposal  to

 

a)     Introduce a prohibition of left turn from the Promenade to the junction with Church Street

b)     Introduce bus only roads on Church Street, Corporation Street and West Street

c)     introduce a traffic enforcement camera zone within the Public Transport Hub on Market Street (between West Street and Church Street), Church Street (between Market Street and Corporation Street) and Corporation Street (between Church Street and West Street)

d)      to introduce a one-way system for Back Church Street from Corporation Street to Church Street (west to east)

 

In respect of the 1.1 c) the report further seeks authorisation to set the level of the Penalty Charge Notice in line with guidance and comparable to neighbouring Authorities in the Northwest and to incorporate the proposed Penalty Charge Notice charge to the Fees and Charges schedule held by the Highways and Traffic section, within the Community and Environment Directorate.

The Cabinet Member agreed the recommendations as outlined above namely:

 

1.     To authorise the statutory consultation and advertisement of notice of the intention  of the Council to introduce a prohibition of left turn from the Promenade to the junction with Church Street.

 

2.     To authorise  the statutory consultation and advertisement of notice of the intention  of the Council to introduce bus only roads on Church Street, Corporation Street and West Street.

 

3.     To authorise the statutory consultation and advertisement of notice of the intention  of the Council to  establish a traffic enforcement camera zone for the Public Transport Hub on Market Street (between West Street and Church Street), Church Street (between Market Street and Corporation Street) and Corporation Street (between Church Street and West Street) as indicated in the plan attached at Appendix A.

 

4.     To authorise the statutory consultation and advertisement of notice of the intention  of the Council to authorise publishing of public notices of the Council’s intention to introduce a one-way system for Back Church Street from Corporation Street to Church Street (west to east).

 

5.     If no objections are received in relation to the proposals or if any objections are received are subsequently withdrawn to authorise the Head of Legal to make the Traffic Regulation Order.

 

6.     To set the Penalty Charge Notice at the level of £60, reduced to £30 (if paid within 14 days of service of PCN) and £90 (if paid after service of charge certificate). This charge to have effect until the 31 March 2022 when the charge would be reviewed along with all Highways fees and charges.

To provide updated information for renewed approval to contract Conlon Construction Ltd for the base build for Showtown.

20/08/2021 - THE REGENERATION OF PHASE THREE TALBOT GATEWAY: RELOCATION OF KING ST DENTAL SURGERY ref: 1922    Recommendations Approved

To authorise the appointment of the Blackpool Local Education Partnership  (LEP) strategic partnership contractor to undertake the detailed design and construction work required to convert part of the old Hop Inn into a Dental Surgery in order to relocate the King St Dental Surgery from their existing premises. This is required to facilitate Phase 3 of the Talbot Gateway Regeneration Scheme.

  1. To confirm the appointment of the Blackpool LEP framework contractor to undertake the detailed design and construction work required to convert part of the old Hop Inn into a Dental Surgery in order to relocate the King St Dental Surgery from their existing premises.

 

  1. To negotiate with Portakabin Ltd, via the NHSBS Framework to provide (if required) a temporary Dental Surgery in order to relocate the King St Dental Surgery from their existing premises whilst the work in decision 2.1 is carried out. This work will only be undertaken if the prospective Tenant for the New Office building has signed the Agreement for Lease and the work in item 1 could not be completed in the required timeframe.
