To confirm the outcome of the recent tender exercise undertaken for the Provision of Resilience Revolution Sustainability.

30/11/2020 - LICENSING DECISIONS FOR THE WEEK ENDING 29 NOVEMBER 2020 ref: 1723    Recommendations Approved

The Head of Licensing Service deals with a number of requests for licences under the Licensing Act, the Gambling Act and other pieces of legislations. Details of the licences, applied for and granted are outlined in the report.

The Head of Licensing Service agreed to grant the licences as set out in the attached Appendices.

 


25/11/2020 - WARD FUNDING ref: 1722    Recommendations Approved

The Council's delegated budgets scheme allocates budgets of £15,000 to each Ward covered for the financial year 2020/2021. The funding for this scheme can be spent on supplementing funding public services, for the benefit of the local community.

 

Councillors Brookes and Critchley of Hawes Side Ward have requested £3,000 as part funding to the Environmental Services Department for the provision of a NEAT Officer to work over 4 wards to provide additional services together with Highfield, Victoria and Waterloo Wards.

 

Councillor Hunter of Highfield Ward has requested £3,000 as part funding to the Environmental Services Department for the provision of a NEAT Officer to work over 4 wards to provide additional services together with Hawes Side, Victoria and Waterloo Wards. This application is submitted as a solo application due to Cllr Mrs Henderson MBE being unable to provide a signature due to her current illness.

 

Councillors Benson and Mitchell of Layton Ward have requested £1,500 to provide 100 mixed Christmas Hampers for distribution to families in Layton Ward who are in need of help with food in a scheme administered by a local business group.

 

Councillors Jackson and Owen of Victoria Ward have requested £3,000 as part funding to the Environmental Services Department for the provision of a NEAT Officer to work over 4 wards to provide additional services together with Hawes Side, Highfield and Waterloo Wards.

 

Councillors D Scott and M Scott have requested:

(i)£1,395.80 as funding to the Hindu Society’s Shop4All in Need Project to provide Co-ordinators and volunteer services for those in isolation and in need during the Covid-19 Pandemic.

(ii)£1,060 as funding to Holy Family Primary School for the purchase of 4 mini ipads to support pupils with their learning.

 

Councillors O’Hara and Robertson BEM of Waterloo Ward have requested £3,000 as part funding to the Environmental Services Department for the provision of a NEAT Officer to work over 4 wards to provide additional services together with Hawes Side, Highfield and Victoria Wards.

24/11/2020 - WARD FUNDING ref: 1721    Recommendations Approved

Councillors Cain and Hobson of Bloomfield Ward have requested £1,000 as funding to the Environmental Services Department for the purchase of 4 mobile CCTV cameras for use by the NEAT Officer within Bloomfield Ward to deter anti-social behaviour.

 

Councillor R Scott and Wing of Greenlands Ward have requested £1,280 as funding to Redeeming Our Communities (ROC) for the continued upkeep of the Fylde Memorial Arboretum at Moor Park.

 

Councillor Hunter of Highfield Ward has requested £642.95 as funding to Blackpool Coastal Housing (BCH) towards providing the vulnerable residents of Highfield Ward Christmamas Activity Packs for those unable to socialise due to the two local community centres having to close.

These applications are submitted as solo applications due to Cllr Mrs Henderson MBE being unable to provide a signature due to her current illness.

 

Councillors D Coleman and Stansfield of Marton Ward have requested £1,590 as funding to the Illuminations Department for the purchase and installation of a large LED lit Christmas Tree at Marton United Reform Church.

23/11/2020 - HOSTILE VEHICLE MITIGATION (HVM) AND COUNTER TERRORISM (CT) CONSULTANT ref: 1720    Recommendations Approved

To confirm the outcome of the market tender exercise undertaken for Hostile Vehicle Mitigation (HVM) and Counter Terrorism (CT) consultant – to undertake a town-wide HVM and CT strategy and retention of services to support further stages from scheme concept to implementation. 

 

Blackpool Council wishes to appoint MFD International for the contract under a Consultant’s form of contract.

18/11/2020 - ENTERPRISE ZONE - CONSTRUCTION OF A CHANGING AND SOCIAL PAVILION BUILDING, AND ASSOCIATED COACH AND CAR PARK ref: 1719    Recommendations Approved

To confirm the outcome of the recent tender exercise undertaken via the North West Construction Hub (NWCH) for the Construction of a Changing and Social Pavilion Building, and Associated Coach and Car Park.

02/12/2020 - BLACKPOOL BUSINESS RECOVERY FUND ref: 1725    Recommendations Approved

To agree the creation of a discretionary scheme for targeted grant support to the Tourism Sector following the restriction that have been in place since September to be known as the Blackpool Business Recovery Fund.

Decision:

The Cabinet Member agreed the recommendations as outlined above namely:

 

  1. To agree the Blackpool Business Recovery Fund grant allocation policy attached at Appendix A for the distribution of £4.2m of government grant support to the Tourism Sector.  

 

  1. To note that the scheme offers graduated support based on rateable value or equivalent to businesses that have been affected by the loss of tourism.

 

  1. To agree that as outlined in paragraph 6.3 of Blackpool Business Recovery Fund grant allocation policy attached at Appendix A that the Director of Resources be able to approve, reject or defer applications for grants and deal with appeals. 

 

  1. To delegate further changes to the scheme to the Director of Communications and Regeneration after consultation with the Cabinet Members for Tourism and Culture and Business, Enterprise and Job Creation.
