23/06/2022 - RENEWAL OF THE MORTUARY AGREEMENT FOR THE CORONERS SERVICE WITH BLACKPOOL TEACHING HOSPITALS NHS FOUNDATION TRUST ref: 2157    Recommendations Approved

To consider reviewing and seeking to extend the mortuary agreement between Blackpool Council and Blackpool Teaching Hospitals NHS Foundation Trust which was initially agreed in 2010 for the shared use of the mortuary facilities within the Hospital.

20/06/2022 - LICENSING DECISIONS FOR THE WEEK ENDING 19 JUNE 2022 ref: 2156    Recommendations Approved

The Head of Licensing Service deals with a number of requests for licences under the Licensing Act, the Gambling Act and other pieces of legislations. Details of the licences, applied for and granted are outlined in the report.

17/06/2022 - WARD COUNCILLOR FUNDING ref: 2155    Recommendations Approved

The Council's delegated budgets scheme allocates budgets of £7,500 to each Ward Councillor covered for the financial year 2022/2023. The funding for this scheme can be spent on supplementing funding public services, for the benefit of the local community.

 

Councillor Cain of Bloomfield Ward has requested £395 as a ward councillor funding donation to Red Rose Recovery Lancashire towards the hire of transport for “Gwen’s Woman’s Group” to facilitate a trip out for a party of Bloomfield residents to socialise and participate in order to promote mental wellbeing for isolated residents.

 

Councillor Hobson of Bloomfield Ward has requested £150 as a ward councillor funding donation to Clare Street Resident’s Group towards food, bunting and sundry items for a Jubilee Street Party Event.  This is a retrospective application due to late receipt over the bank holiday period of the application.

 

Councillor Blackburn of Brunswick Ward has requested £723.85 as a ward councillor funding donation to Devonshire Primary School towards the purchase and installation of a defibrillator.

 

Councillor Burdess of Clifton Ward has requested £1,000 as a ward councillor funding donation to Skool of Street Group towards a support for a Family Fun Day at the end of June.

 

Councillor Hutton of Clifton Ward has requested £1,000 as a ward councillor funding donation to Skool of Street Group towards a support for a Family Fun Day at the end of June.

Decision:

The Executive agreed the recommendations as outlined above namely:

 

  1. To approve the provisional revenue outturn for 2021/22 and in so doing to note that the figures are subject to external audit and final accounting adjustments (ref. paragraph 2.1).

 

  1. To approve the recommendation regarding the underspend of £71,000 in respect of the scheme commitments on Ward Budgets to be carried forward to 2022/23 in full (ref. paragraph 3.3). Noting that this recommendation is the result of the implementation of the Ward Funding scheme arrangements approved by Executive on the 7 December 2020 (decision EX54/2020 refers).

 

  1. To approve the provisional capital outturn for 2021/22 and methods of scheme funding as outlined (ref. paragraphs 4.2 and 4.5).

 

  1. To note the Prudential Indicator (ref. paragraph 4.3).

 

  1. To note the levels of the earmarked reserves including those for the Housing Revenue Account and maintained schools (ref. paragraphs 6.1, 6.4 and 6.5).

 

  1. To note the revised dates and process for the draft, final audited accounts and the public inspection of accounts (ref. paragraph 9.1, 9.2, 9.3, 9.4 and 9.5).
