To consider as a ‘member’ of the Lancashire Enterprise Partnership the appointment of a Director and Chairman of that body.

To agree, in accordance with the recommendation of the Lancashire Enterprise Partnership Board that Debbie Francis be appointed as Director and Chairman of the Lancashire Enterprise Partnership Limited.

The Head of Licensing Service deals with a number of requests for licences under the Licensing Act, the Gambling Act and other pieces of legislations. Details of the licences, applied for and granted are outlined in the report.

The Head of Licensing Service agreed to grant the licences as set out in the attached Appendices.

To consider the transfer of a property at 331 Bispham Road from the Council’s General Fund to the Housing Revenue Account, to be managed by Blackpool Coastal Housing as Supported Living Accommodation.

The Cabinet Member agreed the recommendation as outlined above namely:

To approve the transfer of the vacant property at 331 Bispham Road at market value from the Council’s General Fund to the Housing Revenue Account for Blackpool Coastal Housing to provide Supported Living Accommodation as Managing Agents.

To consider the transfer of a property at 29A Mansfield Road from the Council’s General Fund to the Housing Revenue Account, to be managed by Blackpool Coastal Housing as Supported Living Accommodation.

The Cabinet Member agreed the recommendation as outlined above namely:

To approve the transfer of the vacant property at 29A Mansfield Road at market value from the Council’s General Fund to the Housing Revenue Account for Blackpool Coastal Housing to provide Supported Living Accommodation as Managing Agents.

The Leader of the Council agreed the recommendation as outlined above namely:

To authorise the requests, as submitted.

To inform the Head of Planning Strategy in consultation with the Cabinet Member for Business, Enterprise and Job Creation on the representations received following Regulation 19 consultation on the Blackpool Local Plan Part 2: Site Allocations and Development Management Policies (Publication Version) and supporting documents (Appendix A refers); and to agree the proposed minor modifications, for the consideration of the Planning Inspector (Appendix B refers), to accompany the Submission.

That the Head of Planning Strategy following consultation with the Cabinet Member Business, Enterprise and Job Creation notes the main issues that have been raised as part of the consultation as set out in Appendix A and endorses:

(i)               the minor modifications to the Blackpool Local Plan Part 2 – Site Allocations and Development Management Policies as set out in Appendix B to

                   accompany the Submission of the Core Strategy;

(ii)             the minor amendments to the Duty to Co-operate – Statement of

Compliance as set out in Appendix C;

(iii)            the minor amendments to the Infrastructure and Delivery Plan, Sustainability Appraisal and Habitats Regulation Assessment as set out in Appendix A.

The Executive agreed the recommendations as outlined above namely:

1. To agree to constitute a committee of the Executive to be known as ‘The Shareholder Committee’. 

2. To agree that the Shareholder Committee will comprise of 3 members (the Deputy Leader of the Council (to be appointed as Chair), the Leader of the Council and to also appoint Councillor Don Clapham, Deputy Leader of the Principal Opposition Group as a Co-opted member).

3. To agree that the powers and duties attached at Appendix 2a, to the Executive Report, be those delegated to the committee and that the committee at its first meeting be asked to review these and if changes required to recommend back to the Executive, as appropriate.

4. To note that the Shareholder Committee will function in the same manner as the Executive, including following the Executive Procedure Rules.

5. To agree the Executive Decision Making Criteria be amended to outline that any decisions at the level of Executive in relation to shareholder matters will now be made by the Shareholder Committee.

The Executive agreed the recommendation as outlined above namely:

To note the report concerning Treasury Management activities for the financial year ended 31 March 2021.

The Executive agreed the recommendations as outlined above namely:

1. To approve a £550,000 loan towards a £750,000 capital investment in upgrading the Blackpool Transport Services Limited fleet with a contactless payment system. 

2. To agree that the loan agreement will have a loan repayment term of 5 years from initial drawdown.

3. To delegate authority to the Chief Executive to finalise any legal conditions for the loan including the rate of interest.

4. To authorise the Head of Legal to prepare legal documentation for the loan facility and associated security charges.

The Executive agreed the recommendations as outlined above namely:

1. To approve the provisional revenue outturn for 2020/21 and in so doing to note that the figures are subject to external audit and final accounting adjustments (ref. paragraph 2.1).

2. To approve the recommendations regarding the treatment of specific service under/overspends as outlined (ref. paragraph 3.2).

3. To approve the provisional capital outturn for 2020/21 and methods of scheme funding as outlined (ref. paragraphs 4.2 and 4.5).

4. To note the prudential indicator (ref. paragraph 4.3).

5. To note the levels of earmarked reserves including those for the Housing Revenue Account and maintained schools (ref. paragraphs 6.1, 6.4 and 6.5).

6. To note the revised dates for the draft audited accounts and the public inspection of accounts (ref. paragraph 9.1, 9.2 and 9.3).

To consider the updated Local Development Scheme (LDS) which outlines the remaining production timetable for the Blackpool Local Plan Part 2: Site Allocations and Development Management Policies document and the timetable for the commencement of the review of the Blackpool Local Plan Part 1: Core Strategy. 

This document replaces the 2020 LDS which you will recall was previously approved on 14 January 2021.  There have been some minor amendments to this document which are required to ensure the LDS is up to date when the Local Plan Part 2 is submitted to the Planning Inspectorate:

•     The Local Plan Part 2 submission date has been amended to June 2021 with subsequent dates amended.

•     SPD deadlines have been revised.

•     Core Strategy review dates have been amended.

•          Current team status has been updated

To approve the updated Local Development Scheme 2021 attached at Appendix 'A' to be published on the Council's website.
