16/06/2021 - WARD COUNCILLOR FUNDING ref: 1862    Recommendations Approved

The Council's delegated budgets scheme allocates budgets of £7,500 to each Ward Councillor covered for the financial year 2021/2022. The funding for this scheme can be spent on supplementing funding public services, for the benefit of the local community.

 

Councillor Cain of Bloomfield Ward has requested £125 as a ward councillor funding donation to Environmental Services for the site clearance and repairs to fencing at Seasiders Way.

 

Councillor Hobson of Bloomfield Ward has requested £125 as a ward councillor funding donation to Environmental Services for the site clearance and repairs to fencing at Seasiders Way.

 

Councillor R Scott of Greenlands Ward has requested £400 as a ward councillor funding donation to Fylde Memorial Arboretum and Community Woodland for continued maintenance and grass mowing for the next 6 months.

 

Councillor Wing of Greenlands Ward has requested £400 as a ward councillor funding donation to Fylde Memorial Arboretum and Community Woodland for continued maintenance and grass mowing for the next 6 months.

 

Councillors Hugo and Smith of Talbot Ward have jointly requested £6,993.24 as funding to the Street Cleansing Department for the employment of a Neighbourhood Environmental Action Team (NEAT) Officer for one year to cover Bloomfield, Brunswick, Talbot and Tyldesley Wards.

14/06/2021 - BLACKPOOL LOCAL PLAN PART 2: SITE ALLOCATIONS AND DEVELOPMENT MANAGEMENT POLICIES UPDATE ON REPRESENTATIONS RECEIVED FOLLOWING PROPOSED SUBMISSION CONSULTATION ON THE LOCAL PLAN PART 2 AND SUPPORTING DOCUMENTS AND PROPOSED MINOR CHANGES TO ACCOMPANY ref: 1861    Recommendations Approved

To inform the Head of Planning Strategy in consultation with the Cabinet Member for Business, Enterprise and Job Creation on the representations received following Regulation 19 consultation on the Blackpool Local Plan Part 2: Site Allocations and Development Management Policies (Publication Version) and supporting documents (Appendix A refers); and to agree the proposed minor modifications, for the consideration of the Planning Inspector (Appendix B refers), to accompany the Submission.

                   accompany the Submission of the Core Strategy;

  1. To agree that the Shareholder Committee will comprise of 3 members (the Deputy Leader of the Council (to be appointed as Chair), the Leader of the Council and to also appoint Councillor Don Clapham, Deputy Leader of the Principal Opposition Group as a Co-opted member).

 

  1. To agree that the powers and duties attached at Appendix 2a, to the Executive Report, be those delegated to the committee and that the committee at its first meeting be asked to review these and if changes required to recommend back to the Executive, as appropriate.

 

  1. To note that the Shareholder Committee will function in the same manner as the Executive, including following the Executive Procedure Rules.

 

  1. To agree the Executive Decision Making Criteria be amended to outline that any decisions at the level of Executive in relation to shareholder matters will now be made by the Shareholder Committee.

  1. To delegate authority to the Chief Executive to finalise any legal conditions for the loan including the rate of interest.

 

  1. To authorise the Head of Legal to prepare legal documentation for the loan facility and associated security charges.

08/06/2021 - BLACKPOOL LOCAL PLAN UPDATED LOCAL DEVELOPMENT SCHEME - 2021 ref: 1853    Recommendations Approved

To consider the updated Local Development Scheme (LDS) which outlines the remaining production timetable for the Blackpool Local Plan Part 2: Site Allocations and Development Management Policies document and the timetable for the commencement of the review of the Blackpool Local Plan Part 1: Core Strategy. 

 

This document replaces the 2020 LDS which you will recall was previously approved on 14 January 2021.  There have been some minor amendments to this document which are required to ensure the LDS is up to date when the Local Plan Part 2 is submitted to the Planning Inspectorate:

 

     The Local Plan Part 2 submission date has been amended to June 2021 with subsequent dates amended.

     SPD deadlines have been revised.

     Core Strategy review dates have been amended.

          Current team status has been updated
