To consider whether to waive the highways and traffic management fee related to road closures for people and communities who wish to mark and celebrate the Coronation of His Majesty the King, with a ‘street party or street event’.

To waive the charge for road closures for people or communities who wish to celebrate the Coronation of His Majesty the King, with a ‘street party or event’ on any date between Friday 5 May and Monday 8 May 2023 inclusive.

To consider the new Income and Debt Management Strategy for 2023-2025.

The Leader of the Council agreed the recommendation as outlined above namely:

1. To approve the updated Corporate Scheme of Delegation attached at Appendix A.

2. To request the Director of Resources to take suitable steps to publish the revised scheme of delegation and ensure that relevant officers are made aware and suitably trained.

3. To approve the Directorate Scheme of Delegation included in the document and remind Directors that if a new or amended scheme is required it requires approval of that scheme by means of a published Officer Decision.

The Council's delegated budgets scheme allocates budgets of £7,500 to each Ward Councillor covered for the financial year 2022/2023. The funding for this scheme can be spent on supplementing funding public services, for the benefit of the local community.

Councillor Galley of Anchorsholme Ward has requested:

Councillor T Williams of Anchorsholme Ward has requested:

To seek approval for the advertisement and implementation of a Permanent Traffic Regulation Order: THE BOROUGH OF BLACKPOOL CYCLE LANE MODIFICATIONS ORDER 2023.

1.      To authorise the request to publish a public notice and progress with the proposed Traffic Regulation Order.

2.      If no formal objections are received subsequent to the publication of the public notice in relation to the proposals or if any formal objections are received following the publication of the public notice are subsequently withdrawn, to authorise the Head of Legal to make the Traffic Regulation Order.

To seek instruction to authorise WSP to undertake a feasibility report/study in respect of the existing Air Traffic Control (ATC) tower and suitable locations for the development of a new ATC facility.

To authorise the acquisition of the long leasehold interests in 13-17, 19, 21 and 31 Central Drive, Blackpool.

2.      To delegate authority to the Head of Legal to enter into any proposed legal agreements relating to and flowing from the acquisition of the long leasehold interests noted at 1.

To seek approval to appropriate the parcels of land between Osborne Road and the Promenade known as Flagstaff Gardens (“the Subject Land”) as shown edged red on the attached Land Registry Title Plan LAN60398 for commercial leisure use (subject to any necessary planning approvals).

The Leader of the Council agreed the recommendations as outlined above namely:

1.         To delegate authority to Director of Resources to appropriate the Subject Land under section 122 of the Local Government Act 1972.

2.         To delegate authority to the Director of Resources to negotiate and enter into leases with operators of appropriate leisure attractions (subject to any necessary planning approvals and agreements in order to secure best consideration for the use of the land).

3.         To authorise the Head of Legal Services to enter into any such documentation as may be necessary to give effect to or flowing from the appropriation of the Subject Land.

4.         To agree that the Subject land is not actively used as recreation space, and a leisure operation on the land would enhance its use subject to 28-day public consultation. 

To consider the freehold acquisition of 26 Charles Street, Blackpool, Lancashire, FY1 3HD, as registered under HM Land Registry Title Number: LA865312 (the “Property”).

To proceed with the acquisition of the Property.  The acquisition will be under section 227 Town and Country Planning Act 1990 ("the 1990 Act") for the purpose of facilitating the carrying out of development, redevelopment or improvement on or in relation to that Property. The Council’s intention in acquiring the Property under section 227 of the 1990 Act is to enable the operation of powers under section 203 of the Housing and Planning Act 2016 ("the 2016 Act") for planning purposes to facilitate the carrying out of redevelopment.

To consider the findings from the recent Sheltered Review, undertaken at request of Shareholder Committee, and make recommendations for future changes.

The Deputy Leader of the Council agreed the recommendations as outlined above namely:

1. To agree that the minimum automatic age of sheltered is raised from 55 to 65, to fall more in line with national policy and to more accurately reflect the demand.  Exceptions should still be made for people under this age on a needs basis, with particular sensitivity to those 55+ who may be preparing for old age.

2. To agree the principle that the schemes identified as “red” in section 6 of the report be de-commissioned and turned into general needs stock, and that this should be done in a phased way, over time with updates being given the Shareholder Committee.

3. To agree the principle that investment is made in the remaining identified “amber” schemes to bring them up to the standards expected for the future, with costs built in over-time to the annual Housing Revenue Account Capital Programme.

4. To agree to continue to work on the new scheme at Grange Park to make it a flagship scheme, and also ensure that any further new/replacement schemes are designed to a high standard suitable for older people.
