09/03/2023 - WARD COUNCILLOR FUNDING ref: 2409    Recommendations Approved

The Council's delegated budgets scheme allocates budgets of £7,500 to each Ward Councillor covered for the financial year 2022/2023. The funding for this scheme can be spent on supplementing funding public services, for the benefit of the local community.

 

Councillor Galley of Anchorsholme Ward has requested:

(i)£2,000 as a ward councillor funding donation to Anchorsholme Primary Academy towards new reading materials, games and a Basket Ball Project.

(ii)£125 as a ward councillor funding donation to Sevenoaks Saturday Club towards the purchase of refreshments, food and bunting for a King’s Coronation Event.

(iii)£6,000 as a ward councillor funding donation to the Friends of Anchorsholme Park for the purchase and planting of 6 large trees on Anchorsholme Lane East.

Councillor Hobson of Bloomfield Ward has requested £3,530.05 as a ward councillor funding donation to the Highways and Parks Departments for the installation and planting up of the Tyldesley Road Traffic Island to improve drainage.

 

Councillor G Coleman of Brunswick Ward has requested:

(i)£3,000 as a ward councillor funding donation to St Thomas’ Church to provide activities and trips out of the Fylde for under privileged young people.

2.         To delegate authority to the Director of Resources to negotiate and enter into leases with operators of appropriate leisure attractions (subject to any necessary planning approvals and agreements in order to secure best consideration for the use of the land).

 

3.         To authorise the Head of Legal Services to enter into any such documentation as may be necessary to give effect to or flowing from the appropriation of the Subject Land.

 

4.         To agree that the Subject land is not actively used as recreation space, and a leisure operation on the land would enhance its use subject to 28-day public consultation.

The Council’s intention in acquiring the Property under section 227 of the 1990 Act is to enable the operation of powers under section 203 of the Housing and Planning Act 2016 ("the 2016 Act") for planning purposes to facilitate the carrying out of redevelopment.

The Deputy Leader of the Council agreed the recommendations as outlined above namely:

 

  1. To agree that the minimum automatic age of sheltered is raised from 55 to 65, to fall more in line with national policy and to more accurately reflect the demand.  Exceptions should still be made for people under this age on a needs basis, with particular sensitivity to those 55+ who may be preparing for old age.

 

  1. To agree the principle that the schemes identified as “red” in section 6 of the report be de-commissioned and turned into general needs stock, and that this should be done in a phased way, over time with updates being given the Shareholder Committee.

 

  1. To agree the principle that investment is made in the remaining identified “amber” schemes to bring them up to the standards expected for the future, with costs built in over-time to the annual Housing Revenue Account Capital Programme.

 

  1. To agree to continue to work on the new scheme at Grange Park to make it a flagship scheme, and also ensure that any further new/replacement schemes are designed to a high standard suitable for older people.
