To consider the updated Local Development Scheme (LDS) which outlines the remaining production timetable for The Blackpool Local Plan Part 2: Site Allocations and Development Management Policies document and the timetable for the commencement of the review of the Blackpool Local Plan Part 1: Core Strategy.  This document replaces the 2014 Local Development Scheme.

To approve the Local Development Scheme 2020 attached at Appendix 'A' and publish it on the Council's website.

The Council's delegated budgets scheme allocates budgets of £15,000 to each Ward covered for the financial year 2020/2021. The funding for this scheme can be spent on supplementing funding public services, for the benefit of the local community.

Councillor Taylor of Claremont Ward has requested:

£250 as funding to The Magic Club in Claremont Ward to purchase Christmas Selection Boxes for children in Claremont Ward. Submitted as a solo application, due to Councillor Lynn Williams having an interest in the matter as she holds the position of Chairman of the Club.

Councillors Taylor and L Williams of Claremont Ward have requested:

£1,405 as funding to the Street Scene Team as part of a “Waste Amnesty” within Claremont Ward to provide the Rover Van, skip hire and cleansing services.

To authorise the requests, as submitted.

The Head of Licensing Service deals with a number of requests for licences under the Licensing Act, the Gambling Act and other pieces of legislations. Details of the licences, applied for and granted are outlined in the report.

The Head of Licensing Service agreed to grant the licences as set out in the attached Appendices.

To consider the appointment of officers to enforce the Health Protection (Coronavirus Restrictions) (All Tiers) Regulations 2020, the No 2 and No 3 Amendment (England) Regulations 2020 and 2021.

The officers listed at 5.5 above namely  Tim Coglan,

Lee Petrak, Dave Verity, Oliver Watts, Karl Bischoff, Jennifer Clayton

Nicola Helm, Carolyn Bland, Lindsay Milner, Sarah Longden and Dominic Blackburn

be appointed by Blackpool Borough Council to enforce the Health Protection (Coronavirus Restrictions) (All Tiers) Regulations 2020 as amended by the Health Protection (Coronavirus Restrictions) (All Tiers and Restrictions of Undertakings) (England) (Amendment) Regulations 2020 and the Health Protection (Coronavirus Restrictions) (No 3) and (All Tiers) (England) (Amendment) Regulations 2021 on behalf of Blackpool Borough Council.

To seek approval to contract Conlon Construction Ltd to provide the base build for Showtown.

1. To approve the Council entering into formal contract with Conlon Construction Ltd for the base build work on the Showtown Museum.

      ii.          To approve the placing of an order with Conlon Construction Ltd whilst the formal contract is being completed

To seek approval to the outcome of the recent tender to appoint a contractor to undertake repair works to the Tower Ballroom Ceiling.

The Cabinet Member agreed the recommendation as outlined above namely:

To approve the appointment of Hayles and Howe Limited to undertake the repair works to the Tower Ballroom Ceiling.

This report lists applications to write off outstanding balances of Sundry Debts, Housing Benefit Overpayments and Business Rates where there is no prospect of recovery or recovery of the debt is inappropriate.

The Corporate Write Off Policy states that all Sundry Debt, and Housing Benefit Overpayments over £5,000 and Business Rates over £10,000 must be authorised by Executive.

To write off the Sundry Debts for Social Care totalling £11,867.11 outlined in paragraph 6.1.

To write off the Housing Benefit overpayment debts totaling £28,967.13 outlined in paragraph 6.2.

To write off the Business Rates debt totaling £557,418.95 outlined in paragraph 6.3 and Appendix A.
