Minutes:

The Licensing Panel considered an application for a Premises Licence in respect of the Stone Grill, 272-274 Queens Promenade. The application  sought a Premises Licence giving permission for live music, recorded music, entertainment of a similar description and the sale of alcohol for consumption on the premises 11.00 – 00.00 in addition to late night refreshment 23.00 – 00.00 with all activities to be permitted until 02.00 on New Year’s Eve

 

Mr M Woosnam, Solicitor for the Applicant, was in attendance accompanied by the applicants Mr Davies and Mr Carsley . He explained that the intention of the application was for a restaurant open to the public within a hotel with occasional live music. He emphasised that Mr Davies and Mr Carsley were experienced operators and the success of their other businesses which were operated in a similar manner. He also reminded the Panel that no representations had been received from the responsible authorities. It was also noted that the premises had been previously licensed although the objectors insisted in the past the premises had operated a much different business model.

 

Mr and Mrs Sheldon, Mr Cowan,  and Mr Heslop and Ms Warren were in attendance and outlined their objections to the Premises Licence. They highlighted their concerns about increased noise nuisance and anti-social behaviour in the area.

 

The Panel considered carefully the evidence submitted by both the applicant and the objectors. It considered it would not be proportionate to refuse the application but that the application should be restricted to ensure the Licensing Objectives were upheld.

 

Resolved:

 

That the application for a Premises Licence in respect of the Stone Grill, 272-274 Queens Promenade subject to the following conditions:

 

1.      That the number of occasions where live music can be played be restricted to six per year.

2.      That the Premises Licence Holder provides a telephone number for the reporting of any problems by the objectors to the Licence Holder so that these can be dealt with immediately.
