Minutes:

The Licensing Panel considered an application for a new Premises Licence in respect of 113-117 Egerton Road. The proposed licence was to allow the sale of alcohol for consumption off the premises between the hours of 8am and Midnight daily.

 

The applicant, Mr Lloyd, was in attendance accompanied by his solicitor, Mr Woosnam. Mr Woosnam on behalf of Mr Lloyd outlined the application and emphasised the applicant’s significant experience running licensed premises and the investment that was proposed to be made into the premises. He also outlined proposed conditions that could be added to the licence if granted, notably a restriction of the sale of alcohol to a specify designated area, a condition banning the sale of single cans or beers and ciders with an alcohol by volume of more than 5.5%.

 

Mr Marshall was in attendance from the Licensing Authority and presented the objections to the application on behalf of the Licensing Authority and Public Health. He highlighted the existing issues in the area due to the saturation of off licences in the area.

 

PC Evans was in attendance from Lancashire Constabulary and presented that authority’s objection including a statement from the local Community Beat Manager regarding the problems with crime and disorder in the Claremont ward.

 

Councillor I Taylor, Ms Cragg and Mr Sahota were in attendance as a members of the public to outline their concerns regarding crime and disorder in the area.

 

The Panel noted that the proposed premises was within the Off Licence Saturation Zone which created a rebuttable presumption against the granting of further off licences in the area. The Panel noted both the high levels of experience of the proposed Licence Holder but also had to balance that with the levels of crime and disorder being experienced in the area.

 

Resolved:

 

That the application for a Premises Licence in respect of 113-117 Egerton Road be refused.
