APPOINTMENT OF CHAIRMAN

To appoint a Chairman for the meeting.

Minutes:

The Licensing Panel considered the appointment of a Chairman for the meeting.

 

Resolved:

 

That Councillor Hunter be appointed Chairman for the meetings.

2.

DECLARATION OF INTEREST - LICENSING

Members are asked to declare any interests in the items under consideration and in doing so state:-

 

(1) the type of interest concerned

 

(2) the nature of the interest concerned; and

 

(3) whether they have or have not sat on a Planning Committee which has previously considered a planning application in respect of a licensed premises which is also subject to consideration for a premises licence as part of the agenda for this meeting.

 

If any Member requires advice on declarations of interests, they are advised to contact the Head of Democratic Governance in advance of the meeting.

 

 

Minutes:

There were no declarations of interest on this occasion.

3.

PROCEDURE FOR THE MEETING

The Chairman of the Panel will summarise the procedure and announce the equal maximum amount of time for each party to speak for the hearing.

 

A.         Items 1 and 4 (b) will be undertaken in private session by the Panel and not in the Meeting Room.

B.         Items 2, 3 and 4(a) will be recommended to the Panel to be held in public.

C.         The Panel may decide to exclude the public from all or part of a hearing where it considers that the public interest in so doing outweighs the public interest in the hearing, or that part of the hearing, taking place in public. (This includes a party and any person assisting or representing a party)

Minutes:

The Chairman explained the procedure for the meeting including that an equal time limit of twenty minutes had been allocated for all parties.

APPLICATION FOR THE VARIATION OF A PREMISES LICENCE- RONNIE'S BAR AND EATERY, 54-56 WHITEGATE DRIVE pdf icon PDF 591 KB

To consider an application for the variation of a Premises Licence for Ronnie’s Bar and Eatery, 54-56 Whitegate Drive.

 

A. Application and representations submitted. To consider the attached report.

B. Determination of the application for the variation of a  Premises Licence – Ronnie’s Bar and Eatery.

 

The Licensing Panel will indicate how the decision is to be communicated to interested parties.

The Licensing Panel considered an application for the Variation of a Premises Licence in respect of Ronnie’s Bar and Eatery, 54-56 Whitegate Drive. The variation sought to extend the hours for the sale of alcohol by one hour Sundays to Thursdays. The effect being that the hours of operation would be the same 7 days a week.

 

The applicant, Mr Craig Allen, was in attendance accompanied by his agent Mr Mark Marshall who spoke in support of the application. Mr Marshall highlighted the relatively modest nature of the extension and the nature of the premises. Mr Marshall highlighted the mediation agreement reached with Lancashire Constabulary previously and that no responsible authorities had objected to the variation application.

 

The public objector Mr Pritchard was not in attendance but the Panel considered his representations.

 

The Panel considered that there was not sufficient  show that refusing, the application would be appropriate for the promotion of the licensing objectives, the panel felt that it is appropriate having regard to Mr Pritchard’s comments to add the following condition to the licence:

 

·       The rear door must only be used for access and egress and should not be left open except in the case of emergency

 

Resolved;

That the application for the variation of the Premises Licence in respect of Ronnie’s Bar, 54-58 Whitegate Drive, Blackpool be granted subject to the condition outlined.
