To agree the minutes of the last meeting held on 18th November 2014 as a true and correct record.

Resolved:

 

That the minutes of the meeting held on the 18th November 2014 be approved and signed by the Chairman as a correct record.

Exclusion of the Public

Resolved:  That under Section 100 (A) of the Local Government Act 1972 the public be excluded from the meeting during consideration of the whole item, including the decisions referred to at Agenda items  ***   and  ***  on the grounds that it would involve the likely disclosure of exempt information as defined in paragraph  ***  and  ***  of Part 1 of Schedule 12A of the Act.

 

 

Minutes:

That under Section 100 (A) of the Local Government Act 1972, the public be excluded from the meeting during consideration of the whole item, including the decisions referred to at Agenda item 4  on the grounds that it would involve the likely disclosure of exempt information as defined in paragraph 1 of Part 1 of Schedule 12A of the Act.

To consider a report from the licensing service relating to Horse-Drawn Hackney Carriages.

Minutes:

The Sub-Committee considered a report on a review of licensing for Horse-Drawn Hackney Carriages.

 

Mark Marshall provided a brief update on areas of concern and recent incidents.

 

The Sub-Committee noted that Mrs Alison Metcalfe, Landau Association, had been unable to attend this meeting to make representations and suggested that she be invited to any future meetings on the subject.

 

Resolved:

 

To refer the issues relating to Horse-Drawn Hackney Carriages on the Promenade to the Scrutiny Committee for investigation.

HACKNEY CARRIAGE AND PRIVATE HIRE VEHICLE DRIVER LICENCES pdf icon PDF 52 KB

The Sub-Committee considered a Hackney Carriage and Private Hire Driver Licence Holder who had given reason for concern and considered whether he remained a fit and proper person to hold such licences.

 

Mr Marshall presented the case on behalf of the authority.

 

The Licence Holder S.B. was in attendance and made representations to the Sub-Committee.

 

The Sub-Committee noted the licence holder had been banned from driving under the totting up procedure and expressed concern as to his level of driving convictions and the period during which the offences had been committed.

 

The Sub-Committee agreed that his driving record fell well short of the standard required of such a licence holder and therefore that S.B. was no longer a fit and proper person to hold such licences.

 

Resolved:

 

That the Hackney Carriage and Private Hire driver’s licence in respect of S.B. be revoked on the grounds that he is no longer a fit and proper person to hold such licences.
