Members are asked to declare any interests in the items under consideration and in doing so state:

There were no declarations of interest on this occasion.

That under Section 100 (A) of the Local Government Act 1972, the public be excluded from the meeting during consideration of the whole item, including the decisions referred to at Agenda item 4 on the grounds that it would involve the likely disclosure of exempt information as defined in paragraph 1 of Part 1 of Schedule 12A of the Act.

To agree the minutes of the last meeting held on 2^nd September 2014 as a true and correct record.

Resolved:  That the minutes of the meeting held on 2^nd September 2014 be signed by the Chairman as a correct record.

To consider an application to licence a Cinderella Horse-Drawn Carriage.

The Sub-Committee considered an application to licence a modified Horse-Drawn Hackney Carriage.  During consideration of the application, Members conducted a visual inspection of the Carriage.

Mr Savage, the applicant, was invited to speak on behalf of the application.

The Sub-Committee noted that the Carriage had recently passed the inspection undertaken by the Council’s approved Inspector.

During a general discussion regarding the merits of the application, Members commented favourably on the style of the Carriage.

Resolved:  That the application to licence a modified Horse-Drawn Hackney Carriage be granted.

The Sub-Committee was informed of one new application for both a Private Hire vehicle and Hackney Carriage driver’s licence and two new applications for a Private Hire vehicle driver’s licence that had given sufficient cause for concern as to be referred to the Sub-Committee for consideration.

HCJ and LAK were in attendance at the meeting.

Resolved:

1. That the case in respect of TGB be heard in his absence as he had attended the previous meeting and was aware that the Sub-Committee had agreed to defer consideration of the case to this meeting.
2. That in the case of TGB, the application for a Private Hire vehicle driver’s licence be granted.
3. That in the case of HCJ, the application for a Private Hire vehicle and Hackney Carriage driver’s licence be granted.
4. That in the case of LAK, the application for a Private Hire vehicle driver’s licence be granted, subject to him satisfactorily passing the required knowledge test.
