DECLARATIONS OF INTEREST

 

 

Members are asked to declare any interests in the items under consideration and in doing so state:

Exclusion of the Public

Resolved:  That under Section 100 (A) of the Local Government Act 1972 the public be excluded from the meeting during consideration of the whole item, including the decisions referred to at Agenda items  ***   and  ***  on the grounds that it would involve the likely disclosure of exempt information as defined in paragraph  ***  and  ***  of Part 1 of Schedule 12A of the Act.

To agree the minutes of the last meeting held on 29th July 2014 as a true and correct record.

That the minutes of the meeting held on 29th July 2014 be signed by the Chairman as a correct record.

APPLICATIONS TO LICENCE A CINDERELLA HORSE DRAWN CARRIAGE pdf icon PDF 60 KB

To consider two applications to licence Cinderella horse drawn carriages.

Minutes:

The Sub-Committee considered two applications to licence Cinderella horse drawn carriages.

 

In respect of the first application by Mr Paul Savage, the Sub-Committee noted that the carriage was not yet ready for inspection and Mr Savage was not in attendance.

 

In respect of the other application by Mrs Ella Sinderson, the Sub-Committee first undertook a visual inspection of the carriage.

 

Mrs Sinderson was invited to speak on behalf of the application. Members then asked questions regarding that carriage.

 

Resolved:

 

1. That the application to licence a modified Horse-Drawn Hackney Carriage submitted by Mr Paul Savage be deferred to a future meeting of the Sub-Committee to enable a visual inspection of the carriage.

 

2. That the application to licence a modified Horse-Drawn Hackney Carriage submitted by Mrs Ella Sinderson be granted subject to a satisfactory inspection by the Council’s Carriage Inspector.

To consider applicants or licence holders who have been convicted of offences or who have otherwise given reasons for concern.

 

This item contains personal information regarding applicants and is therefore not for publication by virtue of Paragraph 1 of Part 1 of Schedule 12a of the Local Government Act 1972.

The Sub-Committee was informed of two new applications for a Private Hire vehicle’s driver licence and an existing Hackney Carriage and Private Hire driver who had all given sufficient cause for concern as to be referred to the Sub-Committee for consideration.

 

TGB was in attendance.

 

Resolved

 

  1. That in the case of TGB consideration  be deferred to the next meeting to enable further information to be sought from the Probation Service as to the circumstances of certain offences.
  2. That the case of LAK be deferred to the next meeting of the Sub-Committee at the applicant’s request.
  3. That the case of MAP be heard in his absence on the grounds that he had previously be informed that it would be the case.
  4. That in the case of MAP the Hackney Carriage and Private Hire Driver’s Licences be revoked  with immediate effect on the grounds that the licence holder was no longer a fit and proper person to hold such a licence.

That the application in respect of TGB be granted subject to the issuing a warning letter indicating that in the event of further issues the licence may be suspended or revoked.
