EXCLUSION OF THE PUBLIC

Minutes:

That under Section 100 (A) of the Local Government Act 1972, the public be excluded from the meeting during consideration of the whole item, including the decision referred to at Agenda item 4 on the grounds that it would involve the likely disclosure of exempt information as defined in paragraph 1 of Part 1 of Schedule 12A of the Act.

ALLOCATION OF STREET COLLECTIONS 2017/2018 pdf icon PDF 229 KB

To consider the allocation of street collections for 2017/2018.

The Sub-Committee considered the allocation of street collections for 2017-2018 and the applications received both from the approved Council list and other applications.

 

The Sub-Committee considered the submitted application forms, the report of the Head of Licensing Service and the Council’s policy on Street Collections. It was noted that consultation had been undertaken with the BID team or Visit Blackpool depending on where the collection was due to take place.

 

Resolved:

1.      To authorise the grant of a permit under the street collection regulations to cover the public collections made via the collection booths during the period of the illuminations and to permit the sale to the public a brochure on the evening of the Switch-on of the 2017 illuminations.

 

2.      To approve street collection permits for the following organisations from the approved list within the forthcoming 12 month period:

·         Blackpool RNLI

·         The Salvation Army

·         Trinity Hospice

 

3.      To approve the following individual applications for street collections in the following year:

 

·         Future Sense Foundation: An application from a national charity for a permit to collect in the Town Centre on 26 March 2017.

·         Help for Heroes: Applications from the national charity for collections on 7/8 April, 12/13 May, 14/15 July 2017.

·         British Lung Foundation: An application for permits to make collections on the Promenade on 16 April 2017.

·         Make a Wish UK: An application for a permit to collect in the Town Centre on 10 June 2017.

·         Sense: An application for a permit to collect from a national charity on 8 July 2017 between North and South Pier.

·         SSAFA and Broughton House: An application from a local military charity to collect on 24 June 2017.

·         Alzheimer’s Society: An application for a permit to collect from a national charity on 8 October 2017.

 

4.      To delegate to the Head of Licensing Services authority to issue further suitable applicants with permits.

The Sub-Committee was informed of a Hackney Carriage and Private Hire Vehicle Driver Licence applicant who had given sufficient cause for concern as to be referred to the Sub-Committee for consideration.

 

Members discussed the application as follows:

 

(i)                 D.R.B   (New Private Hire Vehicle Driver Applicant)

 

Mr Andrews presented the case on behalf of the Authority. The Sub-Committee was advised of a violent incident that had involved the applicant in 2011.

 

DRB was in attendance and made representations to the Sub-Committee. He explained that in relation to the incident, it had been an isolated event and completely out of character for him. He expressed regret and advised that he had held a number of jobs since that time that had included a period of volunteer work abroad since.

 

The Sub-Committee discussed the nature of the offence and the fact that the Hackney Carriage Policy placed significant importance on crimes that involved violence. However, Members reasoned that the case was an exception as the incident did not seem to be part of a pattern of offending and the applicant appeared to demonstrate a desire to move forward and change career.

 

Resolved:

That the application for a Private Hire Vehicle Drivers Licence be granted.
