DECLARATIONS OF INTEREST

Members are asked to declare any interests in the items under consideration and in doing so state:

 

(1) the type of interest concerned either a

 

(a)   personal interest

(b)   prejudicial interest

(c)    disclosable pecuniary interest (DPI)

PROPOSED RENT REVIEW - 2022/23 pdf icon PDF 529 KB

To consider recommending to the Council the level of rents and service charges to be charged in connection with Housing Revenue Account dwellings during 2022/23.

 

The report once approved will be part of the Council’s new approved budget.

The Executive resolved as follows:

 

To recommend to the Council:

 

  1. That rents for all Housing Revenue account properties are increased by 4.1% in 2022/23.

 

  1. That the minimum level of Housing Revenue Account balances remain protected at £1 million, as previously agreed.

 

  1. That Housing Revenue Account service charges (as detailed in Appendix 2b, to the Executive report) and that other General Fund service charges (as detailed in Appendix 2c, to the Executive report) are charged as outlined.

DOMESTIC ABUSE STRATEGY 2022- 26 pdf icon PDF 514 KB

To endorse the proposed draft partnership Domestic Abuse Strategy 2022- 2026 for Blackpool and agree that this be adopted.

 

This document will once approved form part of the Executive’s policy framework.

Decision:

The Executive agreed the recommendations as outlined above namely:

 

  1. To adopt the Domestic Abuse Strategy attached at Appendix 3a, to the Executive report, with effect until 31 December 2026 and in particular, to sign up to the values and commitments developed through co-production with the partnership.  The aim is to have each organisation signed up to the strategy, which will be supported by a comprehensive needs assessment and an action plan which will be refreshed annually.

 

  1. To request the Director for Community and Environmental Services to write an action plan and comprehensive needs assessment to support the strategy.

 

  1. To ask other member organisations of the Domestic Abuse partnership to participate in the development of the comprehensive needs assessment and action plan.

ACQUISITION OF LAND BOUNDED BY ALFRED STREET, ADELAIDE STREET AND LEOPOLD GROVE

The report contains information on the proposed or potential courses of action that is currently exempt from publication by virtue of Paragraph 3 of Part 1 of Schedule 12A of the Local Government Act 1972. It is considered on balance that the public interest would be not served by publishing information at this stage however once agreement with the other parties has been reached the relevant parts of this information will be published.

The Executive resolved as follows:

 

  1. That the public and press be excluded from the consideration of Agenda Item 4 Acquisition of Land bounded by Alfred Street, Adelaide Street and Leopold Grove. This is on the grounds that this item contains the likely disclosure of information not for publication by virtue of Paragraph 3 of Part 1 of Schedule 12A of the Local Government Act 1972.  This information contains ongoing negotiations with third parties and the public interest would not be served by making this information public at the point once the negotiations are concluded parts of that information would be published.

 

  1. To approve the acquisition of the land bounded by Alfred Street, Adelaide Street and Leopold Grove.

 

  1. To Prudentially Borrow up to £1.79m.

 

 

 

 

  1. To delegate to the Director of Communications and Regeneration the approval of temporary uses for the land and to enter into negotiations for future development of the land and agree a disposal or lease/s as appropriate.

 

  1. To delegate to the Director of Communications and Regeneration the negotiations and agreements/contracts for any work related to the stopping up of any roads, diversion of utilities, construction, professional appointments and any other practical matters relating to the project and management thereafter; the costs of which are included in decision 3.

 

  1. To authorise the Head of Legal to prepare legal documentation and enter into and complete appropriate documents/contracts as necessary to complete the transactions.
