Purpose:

To seek approval to extend the 0-19 Contracts that encompass Health Visiting, School Nursing and the Early Parenthood Service (EPS) (formerly the Family Nurse Partnership) with Blackpool Teaching Hospitals NHS Trust for an additional two years, beyond the current term with the contracts ending on the 31 March 2027.

 

To seek approval for the transition of the Family Nurse Partnership (FNP) to the Early Parenthood Service with a new contract taking effect from 1st November 2023 to the 31 March 2027.

 

Decision:

1.     To approve the direct award as a dispensation from Contract Procedure Rules due to the reasons noted in section 3.0.

 

2.     To agree an additional two year contract ending on the 31 March 2027 with Blackpool Teaching Hospitals NHS Trust for the provision of Public Health commissioned contracts from 0-19 age outlined in the background information section.

 

3.    To agree the transition of the Family Nurse Partnership (a targeted parenting support for first time mothers up to the age of 19, with mothers being supported up to the first 2 years of the child’s life) to the Early Parenthood Service, a more needs led service for our Blackpool families.
