Purpose:

To seek approval for the enforced sale of one long term empty property at 31 Elizabeth Street, Blackpool.

 

 

Decision:

  1. To approve use of the enforced sale procedure for 31 Elizabeth Street Blackpool FY1 3JA;

 

  1. To approve the resolutions attached at Appendix A.

 

  1. The Head of Legal Services be delegated authority to (i) sign and seal the resolutions and (ii) enter into contracts to complete the disposal of the property

 

  1. The property be sold by way of a direct sale to Blackpool Housing Company as preferred housing partner in order that the property be brought back into use as residential rented accommodation should the enforced sale process be completed.

 

  1. That the Council procure two independent valuations on the property and the Council’s Senior Estates Surveyor, Ian Willoughby be authorised to determine which valuation is the appropriate sale price.

 

  1. In the event, that Blackpool Housing Company does not confirm within 28 days of being notified of the sale price, that they wish to proceed with the purchase, the Head of Legal Services has delegated power to sell the property at auction with a suitable reserve calculated in accordance with decision 5 above.
