Purpose:

To seek approval for officers to proceed with the statutory consultation, advertisement and making of a proposed Traffic Regulation Order to introduce a new off street parking place order to cover the new way to pay for the car park tickets as detailed within this report.

 

Decision:

1.       To authorise the statutory consultation and advertisement of notice of the intention of the Council to make a Traffic Regulation Order under the Road Traffic Regulation Act 1984, the effect of which will be to implement a new payment system for all the council owned off street parking places and to revoke existing details relating to off street parking places as contained in The Borough of Blackpool (Off Street Parking Places) and (Revocations) order 2017. And to make a new order for off street parking that allows customers of the car parks to pay for their ticket either by phone, through an app, or by standard card payments. Tickets will be issued virtually through the app and by phone. Payments made by card will still receive a printed pay and display tickets which has to be displayed in the vehicle. All business and council staff who pay to park in the council owned car parks will now have virtual tickets, no tickets need to be displayed in the vehicle as the vehicle registration numbers will be held on a new parking system.

 

2.       If no objections are received in relation to the proposals or if any objections are received and are subsequently withdrawn, to authorise the Head of Legal to make the Traffic Regulation Order.
