The premises is situated in the Town Centre Saturation area. There is a rebutable presumption in the Council's Licensing Policy that the application will be refused. Onus is on the applicant to demonstrate that the premises licence, if granted, would not impact adversely on the licensing objectives.

PANEL'S REASONS FOR REACHING ITS DECISIONThe Panel considered the licensing objectives, the application form, supplementary evidence from the applicants and the objections.
The Panel considered that the licence should be granted but it was necessary and proportionate to reduce the hours of operation to uphold the licensing objective of prevention of crime and disorder.
The Panel noted the conditions submitted in the original application and the additional conditions offered by the applicant . It was also agreed to clarify that there would be no adult entertainment of a sexual nature.
PANEL DECISIONThat the premises licence be granted subject to the hours of licensable activity being restricted to between 11am and 0030am and the conditions submitted by the applicant.
