The Application

The application for consideration today relates to the GR8 Hotel, 56-58 Central Drive Blackpool. A premises licence is sought authorising:

Live Music 12.00-00.00 hours Friday-Sunday
Recorded music 12.00-04.00 hours Friday-Sunday
The sale of alcohol for consumption on the premises 12.00-04.00 Monday-Thursday, 10.00-04.00 Friday - Sunday.

National Guidance

9.12 The licensing authority should accept all reasonable and proportionate representations made by the police unless the authority has evidence that to do so would not be appropriate for the promotion of the licensing objectives. however it remains incumbent on the police to ensure that their representations can withstand the scrutiny to which they would be subject at a hearing.

Observations



This premises was licensed for the sale of alcohol to residents of the hotel only from 1981 until February 2011 when the licence lapsed. When the licence was converted to a premises licence in 2005 the ability to provide regulated entertainment was added to the licence.

In July 2007 a review was submitted by Environmental Protection on the ground of public nuisance. The licence holder at that time was Lynn Charles. The panel dealt with the review by restricting the hours for the sale of alcohol to 10.00-04.00 daily and removing permission to provide regulated entertainment.

David Hatch transferred the licence into his name in June 2008. In July 2012 the licensing service discovered that Mr Hatch had entered into an Individaul Voluntary Arrangement (IVA) in February 2011. This meant that his premises licence lapsed from that date.

Whilst this venue has previously operated as a hotel with a licence restricted to the sale of residents and their bona fide guests, no such restriction has been offered in the operating schedule

PANEL'S REASONS FOR REACHING ITS DECISION

The Panel considered the application for a new premises licence for the GR8 Hotel 56-58 Central Drive and the objections that had been received from responsible authorities and members of the public. These were considered in line with the licensing objectives and the Secretary of State's guidance.

The Panel were satisfied given the application and the previous history of the premises that it was not possible to grant the application without significant impact on the licensing objectives
