1. DECLARATIONS OF INTEREST

  • Councillor Emma Ellison - Personal - Councillor Emma Ellison declared a personal interest in item 6 on the agenda “Parks and Green Environment Annual Report” as a member of the “Friends of Anchorsholme Park” community group.
  • Councillor Julie Jones - Personal - Councillor Julie Jones declared a personal interest in item 6 on the agenda “Parks and Green Environment Annual Report” as a member of the “Friends of Anchorsholme Park” community group
  • Councillor Paul Galley - Personal - Councillor Paul Galley declared a personal interest in item 6 on the agenda “Parks and Green Environment Annual Report” as a member of the “Friends of Anchorsholme Park” community group.
  • Councillor Simon Cartmell - Personal - Councillor Simon Cartmell declared a personal interest in item 6 on the agenda “Parks and Green Environment Annual Report” as a member of the “Friends of Watson Road Park” community group.

4. HOME TO SCHOOL TRANSPORT APPEAL

  • Councillor John Boughton - Personal and Prejudicial - Councillor Boughton declared a prejudicial interest in Agenda Item 4- Home to School Transport Appeal in respect of RE. The nature of the interest being that as ward councillor- Councillor Boughton had supported the appellant at earlier stage of the proceedings.

6. CONSTRUCTION OF TWO ADDITIONAL COUNCIL HOMES AT GRANGE PARK (PHASE 2 HOUSING SITE), BLACKPOOL

  • Councillor Jim Hobson - Prejudicial - Councillors N Brookes and Hobson both declared prejudicial interests as Non-Executive Directors of Blackpool Coastal Housing Limited and Blackpool Housing Company Limited. Blackpool Housing Company Limited will project manage the scheme of behalf of the Council. Blackpool Coastal Housing Limited would manage the properties on behalf of the Council once built
  • Councillor Neal Brookes - Prejudicial - Councillors N Brookes and Hobson both declared prejudicial interests as Non-Executive Directors of Blackpool Coastal Housing Limited and Blackpool Housing Company Limited. Blackpool Housing Company Limited will project manage the scheme of behalf of the Council. Blackpool Coastal Housing Limited would manage the properties on behalf of the Council once built

3. PROPOSED RENT REVIEW 2024/25

  • Councillor Jim Hobson - Personal - Councillor Hobson declared a Personal Interests as a Non-Executive Director of Blackpool Coastal Housing Limited.
  • Councillor Neal Brookes - Personal - Councillor N Brookes declared a Personal Interest as a Non-Executive Director of Blackpool Coastal Housing Limited.

4. GENERAL FUND REVENUE BUDGET, COUNCIL TAX AND DEDICATED SCHOOLS GRANT FOR 2024/25

  • Councillor Jim Hobson - Prejudicial - Councillors N Brookes and Hobson declared Prejudicial Interests in the budget savings relating to Blackpool Coastal Housing Limited and Blackpool Housing Company Limited set out at resolution 1 as Non-Executive Directors of those companies. Councillors N Brookes and Hobson left the meeting for the consideration of that part of the decision and did not take part in the discussion or voting on that resolution.
  • Councillor Jo Farrell - Prejudicial - Councillor Farrell declared a Prejudicial Interest in the budget savings relating to Blackpool Entertainment Company Limited set out in resolution 2 as a Non-Executive Director of the company. Councillor Farrell left the meeting for the consideration of that part of the decision and did not take part in the discussion and voting on that resolution.
  • Councillor Kath Benson - Pecuniary - Councillor Benson declared a Disclosable Pecuniary Interest in relation to the budget savings for Blackpool Transport Services Limited in resolution 2 as her husband was an employee of the company. Councillor Benson left the meeting for the consideration of that part of the decision and did not take part in the discussion and voting on that resolution
  • Councillor Kath Benson - Personal - Councillor Benson declared a Personal Interest in the parts of the resolutions regarding Concessionary Fares as the proposed saving was in respect of the Council’s revenue budget although Blackpool Transport Services was an associated party and as her husband was an employee of Blackpool Transport Limited.
  • Councillor Mark Smith - Prejudicial - Councillor M Smith declared a Prejudicial Interest in resolution 2 relating to savings in respect of Blackpool Operating Company Limited as a Non-Executive Director of the company. Councillor M Smith left the meeting for the consideration of that part of the decision and did not take part in the discussion and voting on that resolution.
  • Councillor Neal Brookes - Prejudicial - Councillors N Brookes and Hobson declared Prejudicial Interests in the budget savings relating to Blackpool Coastal Housing Limited and Blackpool Housing Company Limited set out at resolution 1 as Non-Executive Directors of those companies.   • Councillor Graham Baker - Prejudicial - Councillor Baker declared a prejudicial interest in Item 12, application number 23/0848 as a family member worked for the chain of hotels owned by the applicant. Councillor Baker left the meeting for the duration of this item.
