06/07/2020 - ENVECO - PHASE 2 DEVELOPMENT ref: 1644    Recommendations Approved (subject to call-in)

To consider the future development of the Council’s wholly owned waste company, Blackpool Waste Services Limited, which trades as ENVECO NW Environmental Services Limited, through the potential to expand its operational base by further incorporating additional frontline waste and other associated operational services delivered from Layton Depot.

Decision:

The Cabinet Member agreed the recommendations as outlined above namely:

 

  1. To agree to explore the potential to further develop the operational capability of ENVECO in delivering additional related services currently managed by the Council, which provides the opportunity for a more integrated and coordinated delivery, with improved levels of services and better environmental outcomes for the residents of Blackpool.

 

  1. To authorise the Director of Community and Environmental Services to form a Project Board, including representation from ENVECO and also to form a corporate multi-disciplinary project team to focus on exploring the scope and potential benefits, including TUPE and Financial implications of ENVECO delivering a wider range of waste related services, with the Waste Policy and Partnerships Manager taking a project lead role.

 


06/07/2020 - APPOINTMENT OF CONSULTANTS TO DELIVER STUDIES FOR THE OUTLINE BUISNESS CASE FOR TWO COAST PROTECTION SCHEMES KNOWN AS, LITTLE BISPHAM TO BISPHAM AND THE BISPHAM CAPITAL MAINTENANCE SCHEME ref: 1643    Recommendations Approved

To agree to the proposal to appoint consultants from the Environment Agency’s Consultancy Framework to prepare two studies for the outline business case for the coastal protection schemes known as Little Bispham to Bispham and Bispham Capital Maintenance, which are included in the Blackpool and Fylde Coast Protection Strategy 2012.

To appoint the Environment Agency’s framework of consultants to prepare studies for the outline business cases for the coastal protection schemes known as Little Bispham to Bispham and the Bispham Capital Maintenance scheme.

 


30/06/2020 - GOVERNANCE ARRANGEMENTS FOR COVID-19 OUTBREAK MANAGEMENT ref: 1642    Recommendations Approved

To ensure appropriate governance arrangements are in place to allow local government planning and response systems to be at the centre of a Covid-19 outbreak response. This includes the ability to quickly deploy resources to the most critical areas of need.

Decision:

To agree the establishment of the Covid-19 Health Protection Board which will be responsible for ensuring Blackpool has adequate planning arrangements to be able to respond effectively and efficiently to outbreak management; ensuring plans and processes are in place. This group will be Chaired by the Director of Public Health or the Consultant in Public Health and if they are absent a deputy.

 

To agree the establishment of a COVID-19 Outbreak Engagement Board to provide elected member ownership and public facing engagement and communication for outbreak response. This group will be Chaired by the Leader of the Council and if they are absent a deputy.

To confirm the outcome of the recent tender exercise undertaken for the Provision of Mechanical Repairs and Maintenance.

01/07/2020 - APPOINTMENT OF FURTHER OFFICERS TO ENFORCE THE CLOSURE OF BUSINESSES REQUIRED BY THE HEALTH PROTECTION (CORONAVIRUS, RESTRICTIONS)(ENGLAND) REGULATIONS 2020 ref: 1640    Recommendations Approved

To consider the appointment of additional officers to enforce business closure as required by the Health Protection (Coronavirus, Restrictions)(England) Regulations 2020

Decision:

That the officers listed at 5.6 below namely Shaun McKinney, Myron Moss

and Simon Evans be appointed as additional officers to those appointed on the 23 March 2020 to enforce the closure of those businesses listed in the Health Protection (Coronavirus, Restrictions)(England) Regulations 2020 and to take such action as is necessary to enforce a closure or restriction imposed by those regulations.

 


01/07/2020 - LICENSING DECISIONS FOR THE WEEK ENDING 28 JUNE 2020 ref: 1639    Recommendations Approved

The Head of Licensing Service deals with a number of requests for licences under the Licensing Act, the Gambling Act and other pieces of legislations. Details of the licences, applied for and granted are outlined in the report.
