05/06/2018 - BLACKPOOL PLAYING PITCH STRATEGY: REFURBISHMENT OF STANLEY PARK ALL WEATHER PITCH ref: 1209    Recommendations Approved

To seek approval for the acceptance of a capital grant from the Football Foundation and appointment of Field Turf, Tarkett Group, to supply and install a new 3G sports surface at Blackpool Sports Centre, Stanley Park.

Decision:

To approve the grant offer from Football Foundation of 67% of a total project cost of £458,133, subject to maximum payment of £308,133, towards the refurbishment of the existing 98m x 62m sand-dressed floodlit artificial grass pitch to form a new floodlit 3G football turf pitch.

 


08/06/2018 - HOME TO SCHOOL AND COLLEGE TRANSPORT ref: 1201    Recommendations Approved

To outline changes to Blackpool Council’s Home to School and College Transport Policy with effect from 1 August 2018.

To  approve the updated Blackpool Council’s Home to School and College Transport at Appendix A noting the following amendments:

§  Reference to use of motability vehicles has been removed from the policy document

Slight changes for clarity to paragraph numbering and page numbers

 


07/06/2018 - WARD GRANTS ref: 1200    Recommendations Approved

The Council's delegated budgets scheme allocates budgets of £15,000 to each Ward covered for the financial year 2018/2019. The funding for this scheme can be spent on supplementing funding public services, for the benefit of the local community.

 

Councillor Cox and Humphreys of Squires Gate Ward have requested:

(i)£1,000 as funding to the Parks Department towards landscaping works at the Solaris Centre.

(ii)£3,250 as funding to the Citizens Advice Bureau Blackpool to provide local people access to a Citizens Advice Bureau Clinic at Highfield Library from July to December 2018.

 

Councillors D Scott and Mrs Scott of Warbreck Ward have requested £8,652.50 as funding to the Highways Department for the purchase and installation of a replacement bus shelter on Warbreck Hill Road and to upgrade a bus shelter on Dickson Road.

04/06/2018 - LICENSING DECISIONS FOR THE WEEK ENDING 3 JUNE 2018 ref: 1199    Recommendations Approved

The Head of Licensing Service deals with a number of requests for licences under the Licensing Act, the Gambling Act and other pieces of legislations. Details of the licences, applied for and granted are outlined in the report.

Councillor Clapham and Maycock of Bispham Ward have requested £1,000 as funding to 1st Bispham Scout and Guide Group for the purchase of 2 Inflatable Tents to enable the young people from the Group to go on camping trips.

 

Councillor Collett and Matthews of Tyldesley Ward have requested £1,017 as funding to Broadway Stars Morris Dancers towards the hiring of Blackpool Sport Centre and judges’ fees to host a home competition.

 

Councillor D Scott and Mrs Scott of Warbreck ward have requested £150 to the Streetscene Department for the purchase and installation of a Grit Bin for Ashley Close.

The Council's delegated budgets scheme allocates budgets of £15,000 to each Ward covered for the financial year 2018/2019. The funding for this scheme can be spent on supplementing funding public services, for the benefit of the local community.

 

Councillor Clapham and Maycock of Bispham Ward have requested £480 as funding to the Friends of Cavendish Road Park to provide free summer tennis coaching for children in the area.

 

Councillors I Taylor and L Williams of Claremont Ward have requested £4,304.40 as funding to Claremont First Step Community Centre as part payment of the salary for the Manager of the Claremont Park Community Centre for 2018 (May, June and July).

 

Councillors Hutton and L Taylor of Clifton Ward have requested £1,220 as funding to the Parks Department for the provision of grass mowing on the play area at Sunningdale Road and Carson Road and the area next to Grizedale Road.

 

Councillors Mrs Henderson and Hunter of Highfield Ward have requested £100 as funding to the Women’s Alcoholics Anonymous Group for provision of room hire and refreshments for 17 meetings at the Molyneux Centre.

 

Councillor Cross and Rowson of Ingthorpe Ward have requested £1,138.79 as funding to Kincraig Primary School for the purchase and installation of a defibrillator for the school.

 

Councillors Benson and Mitchell of Layton Ward have requested £1,033.80 as funding to the Highways Department for provision of safety bollards to be located on the southbound carriageway of Westcliffe Drive.

 

Councillors Campbell and Kirkland of Park Ward have requested £900 as funding to Groundwork CLM to enable to gates at The Grange to be moved in order to give access to the field for recreational activities.

 

Councillors Cox and Humphreys of Squires Gate Ward have requested £3,300 as funding to the Parks Department for the purchase and installation of 6 Hexagonal Planters on Harrowside.

 

Councillors I Coleman and Smith of Talbot Ward have requested £5,000 as funding to the Street Cleansing Department towards the Community Payback Team to clear litter, weeds and debris from the streets bounded by Talbot Ward.

 

Councillors O’Hara and Robertson BEM of Waterloo Ward have requested £199.75 as retrospective funding to the Friends of Watson Road Park for the provision of a Blue Plaque for the WW1 Practice Trenches at the Park.  This funding is retrospective due to the immediate nature of the original payment for the Blue Plaque.

31/05/2018 - THE BLACKPOOL BUSINESS LOANS FUND - RESCHEDULING OF AN EXISTING LOAN ref: 1196    Recommendations Approved

To seek approval to reschedule the capital payment on an existing loan in order to release cash to the applicant to enable additional development to take place.

The Leader of the Council resolved to agree the following resolution an urgent decision in line with paragraph 16 of Part 4e of the Council’s Constitution on the grounds outlined in paragraph 15.2 above.

 

  1. To agree the rescheduling of £495,000 with the full repayment to contained within the existing timeframe.

 

  1.  To authorise the Head of Legal to vary the provisions of the existing legal agreement.
