11/03/2020 - TENDER PROCESS TO OBTAIN PROPOSALS AND APPOINT AN OPERATOR FOR THE FUTURE USE OF THE GOLDEN MILE CENTRE ref: 1584    Recommendations Approved

To agree and authorise the completion of a tender exercise to allow the identification of a potential operator to work with the Council to propose optimal future uses for the building complex known as the Golden Mile, Blackpool Promenade, to include potential redevelopment proposals and future operating agreement for any new development.

09/03/2020 - PLANNING FEES AND CHARGES 2020/21 ref: 1580    Recommendations Approved

The proposed fees and charges for Planning for 2020/21.

Decision:

The Cabinet Member agreed the recommendations as outlined above namely:

 

  1. To maintain the national charging schedule for statutory planning applications as detailed in Appendix ‘A’ with effect from 1 April 2020 to 31 March 2021.

 

  1. To amend the Council’s pre-application charging schedule to remove the category for significant major applications. To otherwise continue to charge for pre-application advice in accordance with the schedule detailed in Appendix ‘A’ with effect from 1 April 2020 to 31 March 2021.

 

  1. To maintain the level of fees retained when invalid applications are not subsequently made valid.

 

  1. To agree that the fees charged can be reduced from these rates in exceptional circumstances on the published Officer decision of the Director of Regeneration and Communications, following consultation with the relevant Cabinet Member.

09/03/2020 - EUROPEAN INFORMATION REGULATION (LAND CHARGES) FEES AND CHARGES 2020/21 ref: 1579    Recommendations Approved

To consider and agree revision of fees and charges for European Information Regulation (EIR Land Charges) for 2020/21.

The Cabinet Member agreed the recommendations as outlined above namely:

 

  1. To agree to the proposed fees and charges for Land Charges EIRs for 2020/21, which are detailed in section 5.3 with effect from 1 April 2020 to 31 March 2021.

 

  1. To agree that the fees charged can be reduced from these rates in exceptional circumstances on the published Officer decision of the Director of Communications and Regeneration, following consultation with the relevant Cabinet Member.

The Head of Licensing Service deals with a number of requests for licences under the Licensing Act, the Gambling Act and other pieces of legislations. Details of the licences, applied for and granted are outlined in the report.

To agree all the recommendations of the Healthy Weight Scrutiny Review final report action plan as outlined in Appendix 3a, to the Executive report, referring them to the relevant organisation where applicable and working towards their implementation and also noted the observations made by the relevant Cabinet Members:

Decision:

The Executive resolved as follows:

 

  1. To confirm the Executive’s  recommendation of 10 February 2020 to Council of a budget saving of £200,000 from further joint working of Blackpool Waste Services Limited trading as Enveco with internal waste services (ref. paragraphs 7.1 and 7.2 and line 24 of Appendix 2 to the General Fund Revenue Budget 2020/21 papers circulated for the Executive meeting on 10 February 2020).

(Councillor Kirkland having declared a prejudicial interest left the room during consideration of this decision.)

 

 

 

 

  1. To confirm the Executive’s  recommendation of 10 February 2020 to Council of a level of budget savings of £19.45m (£19.65m excluding £200,000 approved at decision 1). (ref. paragraphs 7.1 and 7.2 and Appendix 2 to the General Fund Revenue Budget 2020/21 papers circulated for the Executive meeting on 10 February 2020).
  2. Having considered all information received since the meeting of the Executive on 10 February 2020 including the report of the Budget Scrutiny Panel meeting on the 24 February 2020 to confirm all of the Executive’s other recommendations to Council regarding the General Fund Revenue Budget 2020/21.
  3. To recommend to Council approval of a level of Blackpool Council’s Council Tax for the year 2020/21 of £1,618.39 for a Band D Council Tax equivalent equivalent (an increase of 3.99% including the 2% Adult Social Care Precept).

 

  1. To recommend to Council the level of net expenditure for the General Fund Revenue Budget 2020/21 of £142,084,000.

 

  1. To note that the Police and Crime Commissioner for Lancashire’s precept for the financial year 2020/21 was agreed on the 20 February 2020 as £211.45 for a  Band D Council Tax equivalent an increase of 4.96%.

 

  1. To note that the Lancashire Combined Fire Authority met on the 24 February 2020 to set its precept for the financial year 2020/21, this was agreed as £70.86 for a  Band D Council Tax equivalent an increase of 1.99%.

 


03/03/2020 - PARKING FEES AND CHARGES 2020/21 ref: 1575    Recommendations Approved

The proposed Parking Services fees and charges for 2020/21.

  1. To agree the schedule of on and off street parking tariffs for each parking area as set out within the attached schedule at Appendix A, subject to consultation, with effect from the 1 April 2020 to the 31 March 2021 a nil increase.

 

  1. To agree the schedule ofthe business and residential permit rates as set out within the attached schedule at Appendix A, subject to consultation, with effect from the 1April 2020 to the 31 March 2021 a nil increase

 

  1. To agree that the fees charged can be reduced from these rates, for specific events or fixed periods of time, on the published officer decision of the Director for Communications and Regeneration, following consultation with the relevant Cabinet Member.
