02/11/2020 - TRAMWAY MAINTENANCE (SUB-ARC WELDING) - FEBRUARY 2021 ref: 1710    Recommendations Approved

To confirm the appointment of a sub-arc welding contractor for Tramway Maintenance Services for Permanent Way assets on Blackpool Promenade. 

 

Blackpool Council wishes to appoint 1 Contractors:

  • Lot 1 (Sub-Arc): Keltbray

 

This is in addition to another Lot (Lot 3 – Rail Replacement subject to a previous ONK decision dated 1 October 2020) which was also won by Keltbray.

09/11/2020 - LICENSING DECISIONS FOR THE WEEK ENDING 8 NOVEMBER 2020 ref: 1709    Recommendations Approved

The Head of Licensing Service deals with a number of requests for licences under the Licensing Act, the Gambling Act and other pieces of legislations. Details of the licences, applied for and granted are outlined in the report.

03/11/2020 - WARD FUNDING ref: 1708    Recommendations Approved

The Council's delegated budgets scheme allocates budgets of £15,000 to each Ward covered for the financial year 2020/2021. The funding for this scheme can be spent on supplementing funding public services, for the benefit of the local community.

 

Councillors Galley and T Williams of Anchorsholme Ward have requested:

(i)£695 as funding to the Parks Department for the purchase and installation of a defibrillator at Anchorsholme Park.

(ii)£1,530 as funding to the Illuminations Department for the purchase and installation of 18 6ft Christmas Trees to be placed on businesses in Anchorsholme Ward.

 

Councillors Burdess and Hutton of Clifton Ward have requested £3,788 as further funding to Mereside Boys and Girls Club towards a Gardening Initiative to encourage young people of the Club to pursue outdoor activities and learn to grow their own food.

 

Councillors Brookes and Critchley of Hawes Side Ward have requested £530 as part funding to the Illuminations Department for the purchase and installation of a large lit LED Christmas Tree at Oxford Square together with Marton and Tyldesley Wards.

 

Councillors Benson and Mitchell of Layton Ward have requested £180 as funding to the Traffic Management Department for the road closure and use of equipment to install lights on the Sustainable Christmas Tree in Layton Ward.

 

Councillors D Coleman and Stansfield of Marton Ward have requested £530 as part funding to the Illuminations Department for the purchase and installation of a large lit LED Christmas Tree at Oxford Square together with Hawes Side and Tyldesley Wards.

 

Councillors Hugo and Smith of Talbot Ward have requested £75 as funding to the Grounds Maintenance Department for the weeding and replenishing of planters on Whitegate Drive with winter plants.

 

Councillors Collett and Matthews of Tyldesley Ward have requested £530 as part funding to the Illuminations Department for the purchase and installation of a large lit LED Christmas Tree at Oxford Square together with Hawes Side and Marton Wards.

 

Councillors O’Hara and Robertson of Waterloo Ward have requested £2,000 as funding to Counselling in the Community (CiC) towards the purchase and installation of security doors for the building used by the group.

03/11/2020 - PROPOSAL FOR COVID RECOVERY CASHFLOW LOANS TO COUNCIL WHOLLY-OWNED COMPANIES ref: 1707    Recommendations Approved

To request authority for a Covid Recovery Fund of up to £20m plus a 20% contingency of £4m to be established, such funds to be ringfenced for Council Wholly-Owned companies (WOCs) only, from within the existing Business Loans Fund. The authority to approve loans to individual companies and agree terms on a case-by-case basis within the principles set out below to be delegated to the Director of Resources, except that in the case of Lancashire Management Operations Limited, to avoid a conflict of interest, this authority to be delegated to the Chief Accountant.

Decision:

The Leader of the Council agreed the recommendations as outlined above namely:

 

  1. To note the progress Council Wholly Owned Companies are making in respect of producing Covid recovery plans.

 

  1. To approve the creation of a Covid Recovery Fund of up to £20m plus a 20% contingency of £4m, such funds to be ringfenced for Council Wholly Owned Companies from within the previously established Business Loans Fund
  2. To require that Wholly Owned Companies requesting cashflow support are able to demonstrate a cumulative breakeven income and expenditure position by the end of year 5 (current year plus 4) of their recovery plan or as close as possible to this term.

 

  1. That the loans are tailored to the individual circumstances of the company and its recovery plan, that loans may be offered on either:

a)                  an interest-only basis with balloon principal repayment; or

b)                  monthly repayments of interest and principal.

 

  1. That loans are offered at a fixed rate over 5 years, thereby providing the Wholly Owned Companies with certainty over future repayments requirements, but consequentially the Council carrying the risk of adverse interest rate movements.

 

  1. That temporary cashflow loans on existing agreed terms be offered to Wholly Owned Companies until approvals for a Covid recovery cashflow loan on the above terms are in place, such temporary cashflow loans to be repaid from the Covid recovery cashflow loan when issued.

 

  1. That all Wholly Owned Companies loan agreements be reported to the Business Loans Fund Panel with the authority to approve loans to individual companies and agreement of terms on a case-by-case basis within the principles set out above to be delegated to the Director of Resources, except that in the case of Lancashire Management Operations Limited, to avoid a conflict of interest, this authority to be delegated to the Chief Accountant.

  1. To note the report.

 

2.      To continue to lobby central government (HM Treasury, Ministry of Housing, Communities and Local Government, Department for Transport, Department for Digital, Culture, Media and Sport, Department for Business, Energy and Industrial Strategy and Department for Education in particular) along with local authority peers and networks and the Local Government Association for the funding necessary to cope with the demands and new burdens presenting as a result of both Covid and within Children’s Services.

 

3.      To require the respective directors and Director of Resources to continue to closely monitor and manage service financial and operational performances, specifically Children’s Services, Strategic Leisure Assets and Growth and Prosperity and also the 3 Wholly Owned Companies that are facing the biggest impact from the Covid-19 pandemic these being Blackpool Transport Services (BTS), Blackpool Entertainment Company Limited (BECL) and Blackpool Operating Company Limited (BOCL).

Councillors Burdess and Hutton of Clifton Ward have requested:

(i)£300 as funding to Mereside Boys and Girls Club towards a Healthy Eating initiative.

(ii)£3,180 as funding to the Illuminations Department for the purchase and installation of 2 large LED lit Christmas Trees in Clifton Ward.

 

Councillors R Scott and Wing of Greenlands Ward have requested £1,590 as funding to the Illuminations Department for the purchase and installation of a large LED lit Christmas Tree in Greenlands Ward.

 

Councillor Hunter of Highfield Ward has requested £1,590 as funding to the Illuminations Department for the purchase and installation of a large LED lit Christmas Tree in Highfield Ward.  This application is submitted as a solo application due to Cllr Mrs Henderson MBE being unable to provide a signature due to her current illness.

 

Councillors Cross and Farrell of Ingthorpe Ward have requested £840 as funding to the Illuminations Department to supply lighting for the two permanent Christmas Trees in Ingthorpe Ward.

 

Councillors Mrs Callow and P Callow of Norbreck Ward have requested:

(i)£1,590 as funding to the Illuminations Department for the purchase and installation of a large LED lit Christmas Tree in Norbreck Ward.

(ii)£3,448.25 as funding to the Highways Department for gulley cleaning throughout Norbreck Ward.

 

Councillors Cox and Walsh of Squires Gate Ward have requested £3,180 as funding to the Illuminations Department for the purchase and installation of 2 large LED lit Christmas Trees in Squires Gate Ward.

 

Councillors Baker and Roberts of Stanley Ward have requested £2,865 as funding to the Illuminations Department for the purchase and installation of a large LED lit Christmas Tree in in Stanley Ward and 15 Small Christmas Trees on Common Edge Road.

 

Councillors O’Hara and Robertson BEM of Waterloo Ward have requested £4,770 as funding to the Illuminations Department for the purchase and installation of 3 large LED lit Christmas Trees in Waterloo Ward.
