• in receipt of Maximum Universal Credit and neither employed, self-employed or in receipt of any other income which is taken into account when calculating their Universal Credit award (such as an Occupational Pension or other unearned income).
• in receipt of Universal Credit which includes either the limited capability for work and/ or work related activity.

The Council's delegated budgets scheme allocates budgets of £15,000 to each Ward covered for the financial year 2018/2019. The funding for this scheme can be spent on supplementing funding public services, for the benefit of the local community.
Councillors Clapham and Maycock of Bispham Ward have requested £492 as funding to Bispham Castaways towards the purchase of permanent stage microphones for the Bispham Community Centre.
Councillors Campbell and Kirkland of Park Ward have requested £2,033.44 as funding to @ the grange Community Centre towards the upgrade of existing CCTV Cameras and Equipment for the Centre.
Councillors Cox and Humphreys of Squires Gate Ward have requested:
(i)£424.80 as funding to Highfield Community Group towards barriers, cones and security personnel for the Highfield Road Christmas Switch On.
(ii)£1,289 as funding to Caroline Murphy Designs to completely restore the mosaic solar system in the Solaris Park.
Councillors D Scott and M Scott of Warbreck Ward have requested £248 as funding to the Highways and Traffic Management Department for the purchase and installation of 8 Community Speed Awareness Area Signs.
