06/08/2020 - ADMISSION AS A 'MEMBER' TO THE LANCASHIRE ENTERPRISE PARTNERSHIP ref: 1665    Recommendations Approved

To consider giving agreement as a member of Lancashire Enterprise Partnership Board for Blackburn with Darwen to also become a ‘member’ of the company under the Companies Act 2006.

Decision:

1.      To agree to the request from the Lancashire Enterprise Partnership Board for the Blackburn with Darwen Borough Council to become a ‘member’ of Lancashire Enterprise Partnership Limited (Company Number: 07388600) and in doing so require that Council to be bound by the Articles of Association and be entered in the register of Members of the Company.

 

2.      To agree that the Chief Executive, or the Director of Governance and Partnerships be authorised to sign any relevant legal documentation, including any agreement as to how the members of the company would work together and the application for admittance as a member to the company.

07/08/2020 - New Off Street Parking Places The Borough of Blackpool (Off Street Parking Places) and (Revocations) Order 2020 ref: 1661    Recommendations Approved

To seek approval for officers to proceed with the statutory consultation, advertisement and making of a proposed Traffic Regulation Order to introduce a new off street parking place order to cover the new way to pay for the car park tickets as detailed within this report.

Decision:

1.       To authorise the statutory consultation and advertisement of notice of the intention of the Council to make a Traffic Regulation Order under the Road Traffic Regulation Act 1984, the effect of which will be to implement a new payment system for all the council owned off street parking places and to revoke existing details relating to off street parking places as contained in The Borough of Blackpool (Off Street Parking Places) and (Revocations) order 2017. And to make a new order for off street parking that allows customers of the car parks to pay for their ticket either by phone, through an app, or by standard card payments. Tickets will be issued virtually through the app and by phone. Payments made by card will still receive a printed pay and display tickets which has to be displayed in the vehicle. All business and council staff who pay to park in the council owned car parks will now have virtual tickets, no tickets need to be displayed in the vehicle as the vehicle registration numbers will be held on a new parking system.

 

2.       If no objections are received in relation to the proposals or if any objections are received and are subsequently withdrawn, to authorise the Head of Legal to make the Traffic Regulation Order.

 


06/08/2020 - LICENSING DECISIONS FOR THE WEEK ENDING 2 AUGUST 2020 ref: 1660    Recommendations Approved

The Head of Licensing Service deals with a number of requests for licences under the Licensing Act, the Gambling Act and other pieces of legislations. Details of the licences, applied for and granted are outlined in the report.

The Head of Licensing Service agreed to grant the licences as set out in the attached Appendices.

 


05/08/2020 - WARD GRANTS ref: 1659    Recommendations Approved

The Council's delegated budgets scheme allocates budgets of £15,000 to each Ward covered for the financial year 2020/2021. The funding for this scheme can be spent on supplementing funding public services, for the benefit of the local community.

 

Councillors Taylor and L Williams of Claremont Ward have requested:

(i)£403.62 as funding to Claremont Park Community Centre for the purchase of a laptop for use by the Manager to administer the management of the Community Centre.

(ii)£398.20 as funding to Claremont Park Community Centre for the purchase of railing planters and flowers to enhance the outside of the Community Centre.

(iii) £100 as funding to the Street Cleansing Department for one days’ work by the Community Payback Team to clear the alleyway to the rear of Lord Street.
