01/11/2017 - TOWN CENTRE INVESTMENT- PURCHASE OF THE HOP ref: 1029    Recommendations Approved

To consider the purchase of The Hop Public House, 2-4 King Street Blackpool, to further phase 3 of Talbot Gateway (Central Business District).

The Cabinet Member agreed the recommendations as outlined above namely:

 

  1. To purchase The Hop Public House at the cost of £264,500 including taxes and fees

 

  1. To use existing capital receipts to fund the purchase and associated costs.

 

  1. To delegate authority to the Director of Place after consultation with the relevant Cabinet Member to seek a suitable temporary use or if not possible to demolish the Hop and create temporary parking and/or site compound, or at a cost of £120,000 (subject to the completion of a published officer decision).

  1. To purchase The Helicentre, Blackpool Airport, Squires Gate Lane, Blackpool at the price listed of £423,500 including taxes and fees.

 

  1. To use part capital receipts and part Prudential borrowing to fund the purchase and associated costs as outlined in Appendix A.

 


01/11/2017 - LICENSING DECISIONS FOR THE WEEK ENDING 29 OCTOBER 2017 ref: 991    Recommendations Approved

The Head of Licensing Service deals with a number of requests for licences under the Licensing Act, the Gambling Act and other pieces of legislations. Details of the licences, applied for and granted are outlined in the report.

25/10/2017 - SUNDRY DEBT, BUSINESS RATES, COUNCIL TAX AND HOUSING BENEFIT OVERPAYMENT WRITE OFFS ref: 990    Recommendations Approved

This report lists applications to write off outstanding balances of Sundry Debts, Business Rates, Council Tax and Housing Benefit Overpayments where there is no prospect of recovery or recovery of the debt is inappropriate.

 

The Corporate Write Off Policy states that all Sundry Debt over £5,000, Business Rates over £10,000, Council Tax over £5,000 and Housing Benefit Overpayments over £5,000 must be authorised by Executive.

  1. To write off the sundry debts outlined in paragraphs 5.1 and 5.2 totalling £12,672.58

 

  1. To write off the Business Rates debts outlined in Paragraph 5.3 and Appendix A totalling £690,359.44.

 

  1. To write off the Council Tax debt outlined in Paragraph 5.4 totalling £5,924.69.

 

  1. To write off the Housing Benefits Overpayments outlined in Paragraphs 5.5 and Appendix B totalling £424,455.27.

 


25/10/2017 - WARD GRANTS ref: 989    Recommendations Approved

The Council's delegated budgets scheme allocates budgets of £15,000 to each Ward covered for the financial year 2017/2018. The funding for this scheme can be spent on supplementing funding public services, for the benefit of the local community.

 

Councillors Galley and T Williams of Anchorsholme Ward have requested £1,350 as funding to the Parks Department for the purchase and installation of a palisade security gate and notice board at the library and café at East Pines Park.

 

Councillors Clapham and Maycock of Bispham Ward have requested £2,503.27 as funding to the Visitor Services Department for the annual charges 2017/2018 for the CCTV Contract on Red Bank Road.

 

Councillors Cain and Hobson of Bloomfield Ward have requested £528.33 as part funding together with Tyldesley Ward and Victoria Ward to the Illuminations Department for the purchase and installation of a large Christmas Tree with led/festoon lighting and Christmas features.

 

Councillors I Taylor and L Williams of Claremont Ward have requested £1,585 as funding to the Illuminations Department for the purchase and installation of a large Christmas Tree with led/festoon lighting and Christmas features.

 

Councillors Hutton and L Taylor of Clifton Ward have requested £3,170 as funding to the Illuminations Department for the purchase and installation of 2 large Christmas Trees with led/festoon lighting and Christmas features.

 

Councillors Ryan and Wright of Greenlands Ward have requested £500 as funding to the Street Cleansing Department for 5 days work by the Community Payback Team to clear litter and overgrown vegetation from Leys Road public footpath.

 

Councillors D Coleman and Critchley of Hawes Side Ward have requested £525 as funding to the Parks Department for the purchase and installation of 3 planters located at Oxford Square. 

 

Councillors Mrs Henderson MBE and Hunter of Highfield Ward have requested £1,585 as funding to the Illuminations Department for the purchase and installation of a large Christmas Tree with led/festoon lighting and Christmas features.

 

 

 

 

 

 

Councillors Benson and Mitchell of Layton Ward have requested £150 as funding to Street Cleansing Services for the clearance of litter and overgrown vegetation from the rear alleyway of Layton Road and Collingwood Avenue by the Community Payback Team.

 

Councillors M Callow and P Callow of Norbreck Ward have requested:

(i)£1,785 as funding to the Illuminations Department for the purchase and installation of a large Christmas Tree with led/festoon lighting, Christmas features and extra lighting.

(ii)£4,287.75 as funding to the Street Cleansing Department for a street gully clean in Norbreck Ward.

 

Councillors Campbell and Kirkland of Park Ward have requested £1,585 as funding to the Illuminations Department for the purchase and installation of a large Christmas Tree with led/festoon lighting and Christmas features.

 

Councillors Cox and Humphreys of Squires Gate Ward have requested £3,170 as funding to the Illuminations Department for the purchase and installation of 2 large Christmas Trees with led/festoon lighting and Christmas features.

 

Councillors Collett and Matthews of Tyldesley Ward have requested:

(i)£1,301.25 as funding to Blackpool Centre for Independent Living for the purchase and installation of a defibrillator and external cabinet.

(ii)£528.33 as part funding together with Bloomfield Ward and Victoria Ward to the Illuminations Department for the purchase and installation of a large Christmas Tree with led/festoon lighting and Christmas features.
