25/02/2020 - LICENSING DECISIONS FOR THE WEEK ENDING 23 FEBRUARY 2020 ref: 1572    Recommendations Approved

The Head of Licensing Service deals with a number of requests for licences under the Licensing Act, the Gambling Act and other pieces of legislations. Details of the licences, applied for and granted are outlined in the report.

To consider proposed changes to fees and charges for the Library and Heritage Services in 2020-21.

To consider and determine the fees and charges for the Registrars and Bereavement services for the financial year 2020/2021.

The Deputy Leader of the Council agreed the recommendations as outlined above namely:

 

  1. To approve the fees and charges for Registrars as outlined in Appendix A with effect from the 1 April 2020 to 31 March 2021, excluding those set by the General Registrar’s Office.

 

  1. To note the fees and charges outlined in Appendix A set nationally by the General Registrar’s Office and included for completeness.

 

  1. To approve the fees and charges for Bereavement Services as outlined in Appendix B with effect from the 1 April 2020 to 31 March 2021.

 

  1. To agree that the fees agreed in 1 and 3 above can be reduced from these rates on the publication of an officer decision of the Director for Governance and Partnerships, for one off events or a set period of time, following consultation with the relevant Cabinet Member.

To obtain appropriate approvals for the granting of a lease within the portfolio element known as the Golden Mile Centre, Blackpool Promenade.

20/02/2020 - PURCHASE OF WILLIAM LYONS HOUSE, EXCHANGE STREET ref: 1567    Recommendations Approved

To seek approval for the purchase of William Lyons House, Exchange Street, Blackpool FY1 2DU through the Council’s Housing Revenue Account (HRA). William Lyons House is owned by Great Places Housing Association and was formerly used as a hostel for homeless people until it was closed in 2014.

19/02/2020 - SWITCH-ON AND SLIMEFEST EVENTS 2020-2022 ref: 1566    Recommendations Approved

To agree the award of services for the Switch-On and SLIMEFEST events for 2020, 2021 and 2022 to Nickelodeon UK Limited.

The Deputy Leader agreed the recommendations as outlined above namely:

 

1.      To treat this direct award as a dispensation from standard Contract Procedure Rules (CPR) because of the specialist nature of the type of services required for these events.

 

2.      To agree a three-year deal with Nickelodeon UK Limited for the provision of the annual Switch-On weekend events, six SLIMEFEST shows and associated TV coverage.

The proposed fees and charges for the Integrated Transport section, relating to the Rideability service for 2020/21.

The proposed fees and charges for the Community and Environmental Operations, relating to the Dog Warden, Pest Control and Environmental Protection (Works in Default and Copy Notices) charges for 2020/2021.

To agree the proposed fees and charges for Community and Environmental Operations relating to Dog Warden and Environmental Protection (Works in Default and Copy Notices) charges, which are detailed in Appendix A, with effect from 1 April 2020 to 31 March 2021.

 

To agree the proposed fees and charges for Community and Environmental Operations relating to Pest Control which are detailed in Appendix B, with effect from 1 April 2020 to 31 March 2021.

 

To agree that the fees charged can be varied by the Director of Community and Environmental Services, following consultation with the Cabinet Member for Environment, Highways and Climate Change as a result of market changes.

 


18/02/2020 - WARD GRANTS ref: 1562    Recommendations Approved

The Council's delegated budgets scheme allocates budgets of £15,000 to each Ward covered for the financial year 2019/2020. The funding for this scheme can be spent on supplementing funding public services, for the benefit of the local community.

 

Councillors Galley and T Williams of Anchorsholme Ward have requested £644 as funding for a replacement defibrillator for Anchorsholme Library.

 

Councillors Cain and Hobson of Bloomfield Ward have requested £1,490 as funding to the Alley Gates Team for the purchase and installation of an alley gate to the side of 159 Park Road, to include £300 advertising costs.

 

Councillors Burdess and Hutton of Clifton Ward have requested:

(i)£1,500 as part funding to Blackpool Coastal Housing for the purchase and installation of a memorial stone at Langdale Green for people to remember loved ones.

(ii)£1,000 as part funding to Redeeming Our Communities towards the purchase of a second hand van to be used for community gardening at Mereside.

(iii)£1,000 as funding to Blackpool Boys and Girls Club to provide young people with good food and to teach them how to cook in a healthy way.

 

Councillors Brookes and Critchley of Hawes Side Ward have requested:

(i)£2,523.40 as funding to the Parks Department for the purchase and planting of a permanent Christmas Tree at Crossland Road Park.

(ii)£2,000 as funding to Redeeming Our Communities to support the gardening and maintenance projects within Hawes Side Ward.

 

Councillor Hunter of Highfield Ward has requested £154.50 for the purchase of a TV Licence for the Molyneux Drive Community Centre. This application is submitted as a solo application due to Cllr Mrs Henderson MBE being unable to provide a signature due to her current illness.
