25/10/2019 - HIGHWAYS SURFACING AND CIVILS FRAMEWORK ref: 1490    Recommendations Approved

To confirm the outcome of the recent open market tender exercise undertaken for Highways Surfacing and Civils works. 

 

Blackpool Council wished to create 2 Frameworks of 3 Contractors on each who can clearly demonstrate ability to meet the requirements and who offer the most competitive bid.  There are 2 frameworks being awarded:

 

Framework 1: Surfacing (schemes up to £3m)

Framework 2: Civils work (schemes up to £3m)

21/10/2019 - WARD GRANTS ref: 1488    Recommendations Approved

The Council's delegated budgets scheme allocates budgets of £15,000 to each Ward covered for the financial year 2019/2020. The funding for this scheme can be spent on supplementing funding public services, for the benefit of the local community.

 

Councillors Hutton and Burdess of Clifton Ward have requested

£2,000 as funding to the Blackpool Boys and Girls Club, to provide evening meals attending evening sessions.

 

Councillors Wing and R Scott of Greenlands Ward have requested £467.26 as funding to Lowmoor Garden Group / Community Centre, to contribute to the running of the garden and film club in the centre.

 

Councillor Critchley of Hawes Side Ward has requested £1,968.99 as funding to Bridge Farm Allotments, to provide CCTV and a replacement lawnmower to the community. Submitted as a solo application, due to Councillor Neal Brookes having an interest in the matter as he holds the position of Chairman of the Group.

 

Councillors Mrs Callow and Callow of Norbreck Ward have requested:

(i) £100as funding to the Illuminations Department, towards the Lightpool Festival Glo-Football Event.

(ii) £2,105 as funding to Norbreck School, to provide a new interactive whiteboard.

 

Councillors Campbell and Kirkland of Park Ward have requested £500 as funding to the Broadway Stars Morris Dancers, to pay for transport to attend the end of season championships.

 

Councillors Baker and Roberts of Stanley Ward have requested £1,500 as funding to South Shore Lawn Tennis Club, towards the cost of a defibrillator on the premises.

 

Councillors Jackson and Owen of Victoria Ward have requested:

(i) £200 as funding to the Broadway Stars Morris Dancers, to pay for transport to attend the end of season championships.

(ii) £500 as funding to the Waste and Environmental Services team, to pay for 5 days work by the Community Payback and NEAT team to clear flytipping, litter and overgrown vegetation from the rear of Aintree Road and associated backstreets and to deliver letters to all effected households to reiterate waste responsibility.

 

Councillors D Scott and M Scott of Warbreck Ward have requested £100 as funding to the Illuminations Department, towards the Lightpool Festival Glo-Football Event.

Councillors Burdess and Hutton of Clifton Ward have requested £3,180 as funding to the Illuminations Department for the purchase and installation of two large lit Christmas Trees.

 

Councillors Brookes and Critchley of Hawes Side Ward have requested £1,590 as funding to the Illuminations Department for the purchase and installation of a large lit Christmas Tree.

To continue to lobby Government (HM Treasury, Ministry of Housing, Communities and Local Government and the Department for Education in particular) along with local authority peers, the Local Government Association and the Association of Directors of Children’s Services for significantly more funding to cope with the soaring demand and new burdens presenting in Children’s Services.

 

  1. To require the respective directors and Director of Resources to continue to closely monitor and manage service financial and operational performances, specifically Children’s Services but also Strategic Leisure Assets, Parking Services and Concessionary Fares, and to ensure the release of at least £1m of budgets across all directorates as a consequence of a 1-year freeze on non-essential spend.

 

  1. To release £1m of Earmarked Revenue Reserves to compensate for the deficit on Working Balances of £971,000.

  1. To agree that officers seek to work with primary schools and academy trusts to reduce the number of primary school places in Blackpool to achieve an optimal level of surplus capacity during the lifetime of this School Organisation Plan.

 

  1. To agree that officers seek to work with multi?academy trusts to identify opportunities to temporarily increase the number of secondary school places in Blackpool, should this be required, in order to ensure sufficient capacity for Blackpool pupils.

 


15/10/2019 - Prohibition of Waiting (Double Yellow Lines) on Alexandra Road, Blackpool The Borough of Blackpool (Alexandra Road) (Prohibition of Waiting) Order 2019 ref: 1480    Recommendations Approved

To seek approval for officers to proceed with the statutory consultation, advertisement and making of a proposed Traffic Regulation Order to introduce a new no waiting at any time restriction (double yellow lines) and revoke an existing no waiting at any time restriction on Alexandra Road as detailed within this report.

To authorise the statutory consultation and advertisement of notice of the intention of the Council to make a Traffic Regulation Order under the Road Traffic Regulation Act 1984, the effect of which will be to implement a no waiting at any time restriction ( double yellow line) on the north side and part of the south side of Alexandra Road and to revoke existing no waiting at any time restrictions relating to Alexandra Road contained in The Borough of Blackpool (Various Roads) (Various Restrictions) and (Revocations) No 1 Order 2014 (‘the Existing Order’).

 

If no objections are received in relation to the proposals or if any objections are received are subsequently withdrawn, to authorise the Head of Legal to make the Traffic Regulation Order.

Councillors Taylor and L Williams of Claremont Ward have requested:

(i)£300 as funding to the Street Cleansing Department to provide alleyway clearance throughout Claremont Ward by the Community Payback Team.

(ii)£500 as funding to Blackpool Town FC for the purchasing of kits for the players and volunteer coaches.

 

Councillors Mrs Callow and P Callow of Norbreck Ward have requested £100 as funding to the Illuminations Department towards the Lightpool Festival Glo-Football Event.

 

Councillors Campbell and Kirkland of Park Ward have requested:

(i)£100 as funding to the Illuminations Department towards the Lightpool Festival Glo-Football Event.

(ii)£200 as funding to The Washington Group towards the International Women’s Day Festival in March 2020 to benefit young women in Park Ward.

(iii)£1,816 as funding to FC Rangers towards the purchasing of kit and equipment and to provide training courses for the coaches, managers and volunteers of the club.

 

Councillors Jackson and Owen of Victoria Ward having requested £500 as funding to the Street Cleansing Department for a week’s work by the Community Payback Team to clear the alleyways to the rear of Chislehurst Avenue.
