Minutes:

The Panel considered an application for the Review of the Premises Licence for Marton Institute, Oxford Square.

 

An application to review the Premises Licence was submitted by the Licensing Authority- Mark Marshall attended on behalf of this responsible authority and made representations on the grounds for review.

 

The Licence Holder and Designated Premises Supervisor of the Marton Institute were in attendance represented by their solicitor, Trevor Colebourne.

 

Additionally,  a number of public representors were in attendance and made representations in support of the premises.

 

The Panel considered carefully the evidence submitted by all parties, the Council’s Statement of Licensing Policy and the Secretary of State’s guidance.

 

It noted that on the occasion in question, there had been significant public nuisance occurring to neighbours and concluded that it would be reasonable to impose conditions to ensure that this would not happen again in the future.

 

Resolved:

 

That the following additional conditions be added to the Premises Licence in request of the Marton Institute, Oxford Square

 

1.      That the conditions relating to live music that have been set aside by the Live Music Act be reimposed.

2.      That the hours for regulated entertainment be restricted to 7pm save for three days a year during the annual beer festival when the terminal hour shall be 10pm.

3.      That any regulated entertainment taking place outdoors be subject to suitable noise assessment by a competent sound engineer in advance of the entertainment taking place and implementation throughout the entertainment.

4.      That all special events be notified in advance in writing to those living in affected properties along Vicarage Lane.
