Minutes:

Mr R Williams, solicitor, gave evidence on behalf of the Licensing Authority who had submitted the review and on behalf of the other two licensing authorities the Police and Health and Safety. This evidence was supplemented by representations from  Mr M Marshall, Licensing Authority, PC Dyson, Lancashire Constabulary  Mr G Shaw, Health and Safety and Mr D Stephenson, Commercial Waste. Mr Williams highlighted the problems of crime and disorder in the area especially post 3am and problems with the incorrect disposal of waste.

 

Mr M Woosnam, Solicitor attended the meeting to represent the Licence Holder. Mr Abdelhadek, the Licence Holder, and Mr Bedwi, his business partner were also in attendance. Mr Woosnam highlighted the improvements that had been made to the operation of the premises and that the waste carrier problems had now been remedied.

 

The Panel considered carefully all the evidence and considered that the crime and disorder problems in the area were exacerbated by the sale of hot food after 3am in this area.

 

The Panel resolved to deal with the review by adding conditions to the licence and by reducing the hours of licensable to 3am.

 

Resolved.

 

That the Premises Licence in respect of Pizza Luigi be amended by reducing the hours for Licensable activities to 3am and by adding the following additional conditions:

 

 

  1. The Licence Holder shall ensure that at all times the premises will have its own Registered Waste Carrier.
  2. The licence Holder will display on the premises the current Waste Transfer Notice.
  3. All staff who have worked on the premises for at least 28 days will receive compliance training as approved by Blackpool Council.

4.      The Licence Holder will ensure that at any time that the premises are open a person responsible for the management of the premises will be available to be spoken to within 45 minutes of any request by the Licensing Authorities. The identity of such person will be notified to all persons working at the premises
