Declaration of Interest - Licensing Members are asked to declare any interests in the items under consideration and in doing so state:-
(1) the type of interest concerned
(2) the nature of the interest concerned; and
(3) whether they have or have not sat on a Planning Committee which has previously considered a planning application in respect of a licensed premises which is also subject to consideration for a premises licence as part of the agenda for this meeting.
If any Member requires advice on declarations of interests, they are advised to contact the Head Democratic Governance in advance of the meeting.

Procedure for the Meeting The Chairman of the Panel will summarise the procedure and announce the equal maximum amount of time for each party to speak for the hearing.
A. Items 1 and 4 (b) will be undertaken in private session by the Panel and not in the Meeting Room. B. Items 2, 3, 4(a) and 4(c) will be recommended to the Panel to be held in public. C. The Panel may decide to exclude the public from all or part of a hearing where it considers that the public interest in so doing outweighs the public interest in the hearing, or that part of the hearing, taking place in public. (This includes a party and any person assisting or representing a party) Minutes: The Chairman explained the procedure for the meeting including the allocated time limit of thirty minutes for all parties. |

Minutes: The Panel considered an application for a new Premises Licence for Whistlestop Number One, 80 Sherbourne Road.
Mr A Derme, the applicant, accompanied by his solicitor Mr M Woosnam was in attendance and made representations to the Panel.
Mr M Marshall was in attendance and made representations on behalf of the Licensing Authority and Public Health against the granting of the licence.
Ms S Slater was in attendance and made representations on behalf of Lancashire Constabulary in objection to the licence.
Mr G Shaw from Blackpool Council Health and Safety was in attendance and made representations in objection to the issuing of the licence.
The Panel noted that the premises were in the Cumulative Impact Zone so a rebuttable presumption existed as set out in Council’s Statement of Licensing Policy against the granting of further licences.
The Panel considered carefully the evidence submitted with the application, the representations received, the Secretary of State’s guidance and the Council’s Statement of Licensing Policy.
The Panel considered the issues related to the area and equally concerns expressed at Mr Derme’s suitability as a licence holder in such a challenging area.
The Panel considered that the applicant had not proven that the application would not add to the ongoing problems in the off-licence saturation zone and that therefore the application must be refused.
The Panel further agreed that it was not possible to address the concerns by the imposition of conditions.
Resolved:
That the application for a Premises Licence for Whistlestop Number One, 80 Sherbourne Road, be refused.
