3	CONSIDERATION OF A SPECIAL POLICY ON CUMULATIVE IMPACT To consider the attached report on proposals to amend the Statement of Licensing Policy to include a special policy on Cumulative Impact in respect of off-licences in designated areas of Blackpool.     Police Evidence Report
