ANNOUNCEMENTS The Chairman, on behalf of the Committee, offered thanks to Councillors Hardy and Mrs Greenhalgh, for their service to the Committee and their work as Chairman and Vice Chairman. 2. DECLARATIONS OF INTERESTThere were no declarations of interest on this occasion. 3. MINUTES OF THE MEETING HELD ON 8th JANUARY 2007Resolved: That the minutes of the meeting held on 8th January 2007, be signed by the Chairman as a correct record. 4. ENFORCEMENT UPDATEMr Marshall provided the Committee with an update on enforcement issues. Resolved: To note the update on enforcement issues. 5. FORMATION OF A PUBLIC PROTECTION SUB-COMMITTEEThe Committee considered re-appointing a Public Protection Sub-Committee. The Sub-Committee would be politically-balanced and deal with the functions set out in Part Three of the Council's Constitution. It was proposed that the Public Protection Sub-Committee be reconvened with 7 members in the proportion (4 Conservative, 2 Labour and 1 Liberal Democrat) Resolved: (1) To agree the constitution of a politically balanced Sub Committee with a membership of 7 (4 Conservative, 2 Labour and 1 Liberal Democrat); (2) To note the membership of the Committee as Councillors Mitchell, Brown, Mrs Delves, Haskett, Hardy, Mrs Smith and Mrs Holt; (3) That the functions assigned to the Public Protection Sub Committee continue as set out in Part 3 of the Council's Constitution; and (4) That the Chairman and Vice Chairman of the Public Protection Sub Committee be appointed at the first meeting of the Public Protection Sub Committee. 6. LICENSING QUARTERLY UPDATE- PERIOD FOR JANUARY TO APRIL 2007Resolved: To note the update on licenses considered, dealt with and appealed. 7. POLYCARBONATE VESSELSMr Treasure from Blackpool Primary Care Trust presented information on, and demonstrated the use of, polycarbonate vessels to the Committee. Mrs Davies explained that Lancashire Constabulary would only seek to place the condition of polycarbonate vessels on a licence where they felt it would be necessary.
