1. DECLARATIONS OF INTEREST

There were no declarations of interest received.

2. MINUTES

Resolved: That the minutes of the meeting held on 2nd November 2006, be signed by the Chairman as a correct record.

3. REVIEW OF STATEMENT OF LICENSING POLICY

At its meeting on the 14th September 2006, the Licensing Committee had resolved to authorise consultation on a number of proposed amendments to the Council's Statement of Licensing Policy including the removal parts of the policy related to transitional arrangements and creating a special policy of cumulative impact.

The consultation on these proposals had taken place between the 29th September 2006 and 29th December 2006, and the relevant objections and comments were reported to the Committee and considered at the meeting. Sgt Wood (Lancashire Constabulary) attended the meeting and spoke in support of the proposed policy. Mrs Davies (Principal Solicitor- Licensing) was in attendance to advise the Committee on the legal implications of such a policy.

Resolved:

To recommend that the Executive recommend the Council to adopt the changes in the Statement of Licensing Policy, which were the subject of consultation, that the amended policy shall apply to all applications received after 31st January 2007.

4. LICENSING QUARTERLY UPDATE

The Committee received a quarterly update on the work of Licensing section in the period from September to December 2006. It was noted that there are currently 1771 premises licences, 42 Club Premises Certificates and 2357 Personal Licences issued by the Council. Since the last meeting 10 Review Hearings have been held and the results were reported to the Committee. It was also noted that there were 12 appeals pending for applications for licences

Resolved:

That the update be noted.

5. LICENSING ENFORCEMENT UPDATE

The Committee received an update presentation from Mr M Marshall,  Public Protection Officer, on the enforcement activities under the Licensing Act 2003. The presentation outlined the various enforcement activities undertaken and the alternative options used for ensuring compliance

Resolved:

That the update be noted
